Plasmonic Leech really is good on any ship. More power is always good, and your opponent having less means his weapons hurt less, his shields resist less, he moves slower and his aux power is meaningless unless it's PVP.
You really could afford to lose the 3rd Neutronium console.

No one likes to post skills as the skill builder isn't set for the limits that the game has, in other words, you can put all skill point into space, the game doesn't allow that.
What is your current build? The community can advise which doffs based from that
Skill build and reputation passives listed in the link above. As for duty officers I'd go with 2x Projectile Weapon officer to get your romulan hyper plasma torpedo firing every 2-3 seconds. Next I'd slot 2x Damage Control Engineer to reduce your cooldown on Emergency Power to X and 1x Warp Core Engineer for a chance to increase your all of your ship power levels by +25.
This is mine - any suggestions? I am trying to go for a fairly tankish beam boat with continuous EPTw and EPTS, with hull heals and focusing on fire at will. The beam bank is for BO spikes and to do more damage in case something gets on my front, outside of the rear arcs.
Note my power levels are 100 - 30 - 15 - 15 base.
I don't have any universal gear yet - what should I go for?

This is a console that i'd put in a 4th Eng Slot on ships like the Mogai.
