Currently you're running 4 "team" abilities, two tac teams, 1 sci team and 1 eng team. This is a total waste, as you should be cycling TT1 constantly and putting the others on permenant cool down. Drop eng team and replace it with aux to structural integrity, drop science team altogether. If you really need a shield heal (and you don't) then drop polarize hull and go for transfer shield strength 1.
Tactical consoles: All plasma infusers
As for eng/science, mine are usually all universal (Borg, Tachyokinetic, Plasmonic Leech, zero point etc) so I don't really know what to suggest.
I guess you could go with an RCS and two Neutronium alloys. For science you should have a field generator I guess.

For your warp core, maybe something that is [E->W] (Engine power to Weapons) for a little more damage potential.
I would totally loose the injector assemblies in favor of neutronium and a single EPS regulator (for the power transferring boff skills) and eventually the borg console.
Definitely a field emitter or two for your science consoles.
Try to get a bare minimum of Mk X gear. I know, easier said than done with a new captain.
I'd recommend the Aegis set for deflector/shield/engine, you can buy or craft them, they are a good starting set.
for shield, get a Covariant variety, with modifiers as good as you can afford, like [cap][pla][reg] are good ones (Capacity, plasma resist and Regen, respectively)
Deflector, Positron has defensive bonuses, so those are good to start with.
Engine, Combat Impulse engines will give you good turn rate and speed at lower power levels.
Another option is to get the Jem'hadar set, it's not ideal, but it will work, and is better than what you have. You can get these from the end of the Cardassian missions.
For Weapons, plasma is OK, especially for Romulans with the bonuses you may get later on. Disruptor and antiproton are also popular, but antiproton might be outside your budget, since again, you're aiming for Mk X and higher.

I use mines as there handy in defensive possitions when guarding stuff and good for stopping people chasing u i PVP (god do they get a shock when a dozen plasma mines emerge into there face)

Here's what I would personally change, with regards to A) you may be new to the game and or STFs and not entirely comfortable playing them, and You have limited resources.
Replay the 'Last Stand' mission for Caustic Weapons. This gives you 3 x Caustic DHC MK XI [Acc]x2 and 3 x Turrets MK XI [Acc]x2, a solid strong baseline until you can afford better.
Your science setup /has/ to be Polarize Hull to break tractor beams and Hazard Emitters to cleanse Plasma Fire DoTs. Both these are crucial for new pilots in STFs.
There is more variety possible in the Engineering setup, but I chose the safer path with regards to your survivability.
Tactical is setup in a classic and cannon and torpedo spread. STFs revolve a lot around multiple targets at once, it also gives you the opportunity to shoot down incoming High Yield Plasma projectiles, again playing it on the safer side.
Eng/Sci consoles, you can continue towards survivability as you already are until you are comfortable changing them for lesser armor/shields and more specialized.
If you are still struggling I'd swap the Ship Shield with a Resilient MK X or XI with [Pla] resistances.

Back in the dark ages of Star Trek table top game called Star Fleet Battles, I liked using a tactic called the Kaufman Retrograde. Engage the enemy and move backwards to keep them in your prime weapon firing ranges while they're playing catchup. This tactic works great with tractor mines. Once the enemy is snagged, then I drop a Gravity Well on them or start unloading a Tact captain's alpha strike on one shield.
You never know what is sneaking up behind you. Sometimes I just let them autofire and surprised when it snaps a flanking enemy ship.
I would recommend taking the Omega reputation console, the Borg Assimilated Console. I would then switch one of your aft turrets for a Kinetic Cutting Beam Array, also available through the Omega reputation. They are a set pair, with a proc that boosts your weapons power - plus the Cutting Beam is a good weapon in any situation.

You may then want to get the Zero-Point Energy Conduit, which is useful because it increases subsystem power and boosts critical chance.

Note that while both Reputation equipment sets have special Plasma torpedo launchers, the Romulan Torpedo is generally regarded as being better than the Omega Torpedo. If you happen to own both Torpedoes, I would suggest putting the Romulan torpedo fore, and the Omega torpedo aft.
Given that your Ha'feh is a cannon-build ship, the Nukara reputation gear won't be as useful for you. However, if you change your build to include a mine skill, you could consider taking the Nukara Web Mine Launcher.

TL;DR: The Omega reputation console and the romulan reputation consoles are both useful and worth getting on any ship.
Definitely full set on the ground the 3P bonus is a weapon remodulator you will need to activate 200 times for every ground STF. This is an instant one unlike the device you can replicate that takes 4s to work.
I think the Klingon Honour Guard/Adapted MACO is the best ground set. The Grenade launching shotgun, the 2P damage boost/heal. It looks bad TRIBBLE if your a Klingon and the Fed version certainly looks tougher than the Normal MACO. But honestly I'm not sure if the costumes are active for Romulans and I do like the Romulan options I've gotten so far.

plamonic leech is a superb console i highly reccomend it since it boosts your subsystem power level while draining theirs.
