Unable to donate Fed duty officers on Rommie toon.

Was trying to donate Fed duty officers to the starbase from my fed allied romulan toon but it isn't showing those officers when you pull up the donation list. The only officers showning to donate are your romulan officers. It doesn't matter which project or officer type.
