Help Popups Won't Go Away

I've been playing this game nearly two years now, so I know how to play. Yet, even though I've disabled the help popups, they keep coming up. I don't need help!! In fact, this feature has never worked, since you implemented it last year. The popups still appear, even though they're disabled. This is an even more annoying issue than it was before the Season 7 update, because the popups talk now. I've sent numerous bug reports about this. I even tried doing so (again) a little while ago, but the bug report system is apparently down right now.

Make it STOP! Seriously, how hard is this to do that you haven't been able to make it work in over a year? Other games manage to make it work.
