KDF BOFF/DOFF joining problems (Romulan)

My KDF alligned Romulan is unable to "train up" KDF bridge officers. KDF boffs can join my crew, but I'm unable to let them train an ability to my existing crew. I'm also unable to put certain KDF doffs on active duty (a Klingon doff I bought was able to go on active space duty but two Nausicaans not).

    I'm Noticing the same, this also apply to bought C-Store Boffs like the Ferasan.

    Bought one but can't train him or teach him my own skills. :(
