Otha and Kerrat unaccessible

I am a Romulan allied with the Federation. I have the tutorial mission to enter a war zone. Neither place will allow me access. I do not get kicked out or anything, it just never gives me the dialog box to enter. I am now Admiral and same problem persists. By the way, my bridge crew engineers beam down Klingon disrupter turrets and KDF support drones, whereas my son (Romulan FED too, who can enter Otha) beams down FED phaser turrets and FED support drones.

    Same issue. I was trying to do Kerrat for dilithium yesterday and I can't get in as a Romulan. I know it works because I saw Federation ships entering, just not one captained by a Romulan, it seems.
