Honestly I do not know what a fix would be, any mechanic that would make cloak less effective would further degrade cloak's questionable utility in PvE for the sake of PvP, something Cryptic is very loath to do.
The solution is easy, and the original developers were smart enough to implement it: Don't allow battlecloaking.
Regular cloaks give you only the initial alpha, after that you are essentially forced to stay in the fight or leave your team hanging for an extended period of time because you need to get far away and out of red alert to recloak. And the only battlecloaking ship back then, the BoP, had massive penalites (paper-thin hull and shields, loss of a weapon slot and BO station) to compensate for its abilities.

I agree with Hilbert here. When I choose to go FvK on a Fed, I don't care about cloaking, that can be handled, expected, and understood.
What gets annoying is when all I see is the pain in the butt consoles, in particular Grav pulse, and deal with things like Siphon drones, then it just gets on my nerves and I don't feel like doing that, including even queuing up as a Klingon if all my teammates will do is all that junk.
Besides, eventually Romulans will fly lockbox ships just like everyone else.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.

They reap what they have sown and have created in themselves that which they villiafied in us.

I remember when there was only F vs K and a lot of PVP'rs stopped playing PVP because they got sick of the way the Klingon premades and pugs would play.
I could go on and on giving examples of the things that the Klingons do or did that drove Fed players out of the queue's, or caused them to demad F vs F so that they could finally enjoy PVP and not have to deal with the Klingon players and thier "I win" button ships and less than honorable tatics.
Since then the 2 Factions have become more and more simmilar in abilities and equipment some of it has died down, but there are still some Klingon premades and players that rely solely on cheese and spam to win and it keeps many Fed players from F vs K queue's permanently.
I all boils down to Fed teams that really wanted good (fair) PVP couldent get it in the old F vs K queues.
When your fighting vs an enemy that has abilites/gear/tatics that there is no defence against and it ends up being just a big spawn camp there is no reason to ever enter that queue again.
So Cryptic adding F vs F was one of the few good decisions they made. At the time it was introduced it saved a lot of players from leaving the game to find better more balanced PVP.
Funny. When the FvF que was demanded the Klinks didnt have anything but cloaks and the VoQ. In fact they had just been slightly nerfed becuase of thier better PvP apsects and the feds started.getting better ships to boot as well. It was the begining of the KDF dark days and the feds getting a lot of content. Many former KDF pvpers actually went fed because of those ships being considered better than the KDF counterparts. I remember those KDF players hiding in cloak in matches to out wait the feds becuase the feds where kicking thier butts handily in the arena's. I remember the fedballs and carrier pet bitchfests. I remember the still elite PvP fleets that ruled the Arenas like SadPandas and TSI before it was even TSI.
Your story of FvF existing becuase of morally right reasons of fair play is a fairy tale meant to bolster those same players whom thought they should have been kirks then and still wish to be kirks now when fighting in pvp.

Alot of klingon players didnt think they could compete against a fed team back then. Many wimped out (imo) and hid rather than fight. It was a disgrace.

I havent done pvp yet, but from what i hear its vastly unbalanced, and poorly designed.
I think this is largely due to the DPS output of Cannons, they need a larger Cd.

Atm, Cannons are dealing 3k Dps, while beams are holding 1000 dps, This is
just plane TRIBBLE, Now i think beams in general need a buff (through mechanic
reward on Single beams to behing high burst damage, low cool down high arc).

How the match looked like from my perspective? It was more or less so: I got to the center, rest of team cloaked around me. Setting up minefields and such, going EPtA and sensor scan to get someone. Then the guys are comming into my range, I pop up HYT and fire. In most cases it does nothing (HYR1).
Then they decloak, Alpha me. I'm hitting respawn. There is some fun I can watch from distance. When I get back, anyone is either dead or bakc in cloak waiting for the rest of the team to come to hunt down the flying target (me) or to kill the hunters.
If you count in that non of Warbirds is really prepared to be support ship so the chance to get any buff is zero and I can hope for ST if I'm lucky then you have the picture.
Now, I had to do it 8 times as we lost 13/15 with me being 8 of those deads, all by decloaking alphas by 3-5 enemy players. You got the picture of how much "fun" the Fed vs Fed currently is.
After that match I put the STO aside for the rest of the day. I'm pretty used to alphas from my times in Ker'rat and FvK. But there is difference between having like 20% of chance of being a target and some chance of getting support and being the only visible target and no chance of getting any sort of support.

Like I said and we've all said, you got what you asked for. You encouraged Cryptic to be lazy and feed you rubbish, to destroy unique gameplay and to just copy and paste content. This is what you get and what you deserve. Personally I preferred this game a lot better a year ago and feel it's gone downhill dramatically since then, becoming this mesh of bland boring nonsense using shinnies to distract you from the real problems.

Step 2: Get out of your PvE glass cannon. Cloak is obviously the perfect counter to a pew pew paper airplane
There is not much you can do to a lt.cmdr (lvl 13) sci-ship that will buff it up. I doube you can go better then EPtS, HE (sometimes PH for fun and hull buff) and TSS while retaining any sort of offensive sci abilities. All this while flying full power to aux, 30-40 engines, 15 weapons and rest to shields.
Step 3: Equip TBR & Viral Matrix
Viral Matrix starts from lt.cmdr so no no for Nova. TBR is ok, I preffer TB to keep things in sight as I line up for HYT strike. I exchanged Viral (as I cannot get it) with Tachyon Beam. It works pretty well for this level - with full aux I can drain Warbird shields fomr 100% to 0 if I get full cycle on it.
Step 4: Have an entire row set to shield regen/resistance
I have 1 (one) BOFF eng station. It's either EPtS for shields buff, or EPtA for stealth detection. So either I'm bit hard to kill or I'm ableto detect them from range.
Step 5: Find a friend and have him do the same

Step 6: Sit in the middle and wait for the first unlucky sucker to decloak

I wait for Cryptic to introduce some sort of anti-cloak BOFF/DOFF abilities or boost a lot sensor consoles to give people who dedicate their builds to cloak detection (aka - 9 points in sensors, sensor deflector, all sci sensor consoles etc) ability to detect the cloaked ships when they enter weapons range. Or perhaps special anti-cloak console (that does not kill your game like Nebula grid) with same properties.
Think what you want, the feds are good at eating thier on propaganda, but patrick has the right of it.
The players where in FvK amd not KvK, which is why we KDF que up for FvK over KvK. Or if the feds are on another hide-out due to us KDF, we go to Kerrat for instant PvP.
I love how the botchfest is about how cloaking in FvF has ruined things yet people still try to spin it to be the KDFs as if we forced the feds to whine until they got all they wanted only to find out it was not all they wanted and the shinnyness of it was just a lie.

This is probably because Romulans are the new shiny, and everybody is playing with them and trying them out. Just look at sector space and common social hubs. It looks like Romulans Online right now. Eventually, people will get their fill and settle back into what will be their main character. Some will main their Romulan, many will go back to their Fed and KDF. Then you should start seeing more balance in the queue.
As for a preponderance of battle cloaking warbirds entering on both sides... well, should make those FvF matches more interesting. FvK too, can no longer assume we're the only ones lurking under cloak.

KDF players can run into the same problem when your on a team with a regular cloak or no cloak and 4 other players have BOPs. I have definetly felt your pain a few times. That being said, you could team up with fleetmates and then enter in the pug queue.
Romulans are FOM right now, it will balance out in time. As a primarily BOP pilot on my main kdf toon, I am not all oohs and ahhs over battlecloak on my new Romulan toon like some others. All BOP teams tend to get rolled against balanced teams in kdf vs. kdf in my experience. BOPs just can't support each other very well. There are plenty of ways to fight cloak and now all fed PvPers will have to learn them instead of the just the brave feds who PvP against KDF.

There are plenty of decloaking toys and consoles already. What you want is for innate ability to see cloak at range which negates the whole purpose of cloak. My BOP has 7 in stealth with a stealth console (don't laugh) and have been spotted by tac officers in escorts at 2 km away sometimes. It happens, I like the randomness of it. Sci officers see better than you give them credit for and have plenty of tools to come and chase cloakers down when they try to run away. The only real advantage of cloak is intiative in the opening round after that cloaking when being fired at or near a sci is a huge dice roll.
Cloak has always been a non-issue (though it's a lot stronger now with all the offensive power creep).
KvK was always dead because Klinks weren't interested in coping with their own consoles/abilities. Most players don't realize how far some of these toys can be taken in capable hands, I've seen FvK games that took legendary team coordination just to manage against above-average players using some consoles and skills, and stress levels that required professional therapy and a spa session once the match was over.
Klinks on the whole were designed this way by nature to entice players into the C-Store and make up for the dearth of PvE, as well as shoddy development for the faction on the whole. It wasn't a recipe for good or competitive PvP. I would say on the whole that the super-defensive, touchy and heal-heavy setups favored by Fed teams today arose in part with the need to compete against the Klinkydink C-Store.

So is it the consoles we had? Items that where stated from release not to be exclusive to our faction but held from the feds until they could be used as candy to sweeten a deal. Hardly a glowing sign of KDF favortism to boost fed play and spending habits.
Our Cstore ships maybe? I could see some selling well due to thier design but nothing lile the numbers of ships that have been sold to the feds.
But I hardly see how the KDF was designed to save anything or designed to draw players into PvE much less PvP considering how semi attentive the Devs have been towards us until recently.
Im thinking the Devs merely where trying to be creative and once again we KDF catch fed flack for something we did not ask and where certainly not going to complain about recieving.

I agree w/your general point, but I and other KDFs have and continue to bring it up. I also think it's selective outrage to point to a handful of KDF gear/gadgets that are over the top given all the other over the top TRIBBLE injected in the game. If they wanted to make $ off the KDF they'd have taken most of ships in the Rommy Fleet store and put it in the KDF Fleet store last summer. Then there really would've been screams of bloody murder.

I'm not assigning blame to anyone but Cryptic really. Certainly any advantage the KDF once had has long since eroded, but there was a time before cross-faction consoles, Bug ships and overall faction-blending where players had to deal with full drain teams, Grav Pulse, Tac-buffed Iso Charges, Acetons, etc.
There's a good reason STO's PvP has had such a difficult time establishing a competitive community and it's because hard rule sets have been mandatory ever since these gimmicks and consoles started to leak into FvF. I must reiterate that the vast majority of the player base has never seen these exploited to their fullest extent.

As a rom it will be really really tempting to spend 500 zen on the low level varo for its universal console that lets you use your singularity powers a bit faster.
Honestly if you aren't silly and must have every rom ship you can play through the rom stuff with out really spending anything... as long as you have vet status anyway.

I wait for Cryptic to introduce some sort of anti-cloak BOFF/DOFF abilities or boost a lot sensor consoles to give people who dedicate their builds to cloak detection (aka - 9 points in sensors, sensor deflector, all sci sensor consoles etc) ability to detect the cloaked ships when they enter weapons range. Or perhaps special anti-cloak console (that does not kill your game like Nebula grid) with same properties.
The players where in FvK amd not KvK, which is why we KDF que up for FvK over KvK. Or if the feds are on another hide-out due to us KDF, we go to Kerrat for instant PvP.
I love how the botchfest is about how cloaking in FvF has ruined things yet people still try to spin it to be the KDFs as if we forced the feds to whine until they got all they wanted only to find out it was not all they wanted and the shinnyness of it was just a lie.
You now have it all, all that you wanted with no evil klingons in sight. Best enjoy it as I doubt they will make a "No Romies" que just for you.

As for a preponderance of battle cloaking warbirds entering on both sides... well, should make those FvF matches more interesting. FvK too, can no longer assume we're the only ones lurking under cloak.
KDF players can run into the same problem when your on a team with a regular cloak or no cloak and 4 other players have BOPs. I have definetly felt your pain a few times. That being said, you could team up with fleetmates and then enter in the pug queue.
Romulans are FOM right now, it will balance out in time. As a primarily BOP pilot on my main kdf toon, I am not all oohs and ahhs over battlecloak on my new Romulan toon like some others. All BOP teams tend to get rolled against balanced teams in kdf vs. kdf in my experience. BOPs just can't support each other very well. There are plenty of ways to fight cloak and now all fed PvPers will have to learn them instead of the just the brave feds who PvP against KDF.
There are plenty of decloaking toys and consoles already. What you want is for innate ability to see cloak at range which negates the whole purpose of cloak. My BOP has 7 in stealth with a stealth console (don't laugh) and have been spotted by tac officers in escorts at 2 km away sometimes. It happens, I like the randomness of it. Sci officers see better than you give them credit for and have plenty of tools to come and chase cloakers down when they try to run away. The only real advantage of cloak is intiative in the opening round after that cloaking when being fired at or near a sci is a huge dice roll.
KvK was always dead because Klinks weren't interested in coping with their own consoles/abilities. Most players don't realize how far some of these toys can be taken in capable hands, I've seen FvK games that took legendary team coordination just to manage against above-average players using some consoles and skills, and stress levels that required professional therapy and a spa session once the match was over.
Klinks on the whole were designed this way by nature to entice players into the C-Store and make up for the dearth of PvE, as well as shoddy development for the faction on the whole. It wasn't a recipe for good or competitive PvP. I would say on the whole that the super-defensive, touchy and heal-heavy setups favored by Fed teams today arose in part with the need to compete against the Klinkydink C-Store.

Im not certain how the Cstore and Klingons where designed to save PvE in STO considering the biggest complaint about the KDF playerbase is we dont spend any money on STO. Heck, even the Devs held that one against us more than once.
Just how many Klinks are there to make 88% of the populace spend money just to beat them in PvP?
So is it the consoles we had? Items that where stated from release not to be exclusive to our faction but held from the feds until they could be used as candy to sweeten a deal. Hardly a glowing sign of KDF favortism to boost fed play and spending habits.
Our Cstore ships maybe? I could see some selling well due to thier design but nothing lile the numbers of ships that have been sold to the feds.
But I hardly see how the KDF was designed to save anything or designed to draw players into PvE much less PvP considering how semi attentive the Devs have been towards us until recently.
Im thinking the Devs merely where trying to be creative and once again we KDF catch fed flack for something we did not ask and where certainly not going to complain about recieving.
So they made an error, they can fix it, but do not try to blaim thos on some conspiracy to make KDF appealing or the klingon fans happy.
They had years to do that and make money while doing it but they did not.

I agree w/your general point, but I and other KDFs have and continue to bring it up. I also think it's selective outrage to point to a handful of KDF gear/gadgets that are over the top given all the other over the top TRIBBLE injected in the game. If they wanted to make $ off the KDF they'd have taken most of ships in the Rommy Fleet store and put it in the KDF Fleet store last summer. Then there really would've been screams of bloody murder.

I'm not assigning blame to anyone but Cryptic really. Certainly any advantage the KDF once had has long since eroded, but there was a time before cross-faction consoles, Bug ships and overall faction-blending where players had to deal with full drain teams, Grav Pulse, Tac-buffed Iso Charges, Acetons, etc.
There's a good reason STO's PvP has had such a difficult time establishing a competitive community and it's because hard rule sets have been mandatory ever since these gimmicks and consoles started to leak into FvF. I must reiterate that the vast majority of the player base has never seen these exploited to their fullest extent.
