Boff Satra untrainable and will not use skills.

Satra, one of the Romulan story award bridge officers, has become untrainable. I promoted her to Subcommander, and applied expertise to her rank 1 and rank 2 ground and space skills, but now I can not apply expertise to her rank 3 and 4 skills, and she does not recognise that she has them, and will not use them.

I also can not retrain her into other skills. If I attempt to apply expertise to her, it will accept, then after about 5 seconds, reset to the rank 3 and 4 skills being empty and refund me the expertise. I have tried taking her to the bridge officer trainer and she will not accept retraining of skills at any rank.

I trained her in Dampening Field I and Tricorder Scan III myself, and used the boff trainer to give her Polarise Hull I and Hazard Emitters II. Her skill summary is

Ground: Medical Tricorder I, Tachyon Harmonic II (both fully levelled), Dampening Field I, Tricorder Scan III (Unlevelled, unusable)

Space: Polarise Hull I, Hazard Emitters II (both fully levelled), Tachyon Beam III, Gravity Well II (Unlevelled, unusable).

I'd like to fix her, since I like how she looks and would like to keep her on the roster rather than just replace her.
