Old "BOffs missing" bug is back

Remember that old Tribble bug from before the open beta? Where some or all your BOFF slots would be blank, and clicking on any of them in the char screen "fixed" the problem until the next map change.
Well, it is back for me. It has shown up in three characters at least, all of them since the last patch. It doesn't happen in every map change anymore, but it is happening, mostly on ground maps. Once it is "fixed" on a ground map it doesn't happen again there, at least until the next login. It is messing with my selection of department chiefs too, they reset every time it happens.
