Can't claim DS9 Pack on Fed Romulan

Hi guys -

Can't claim the Ds-9 bundle on my Federation-allied Romulan 'toon. Is there an issue with this?

I made a thread about the same issue with certain test rewards. I can't redeem the season 6-7 tribbles or the season 5 doffs.

You need to be lvl 11 b4 you can claim it. http://sto-forum.perfectworld.com/showthread.php?t=693291 I guess thats when you get doffs but that is only my guess.
