Transwarp to Tau Dewa sector missing

According to the rep system once you get level 1 rep in romulan you are supposed to have a TransWarp to Tau Dewa sector. I am missing that ability.

    There are now several threads on this, there was a supposed method of fixing it, this method defiantly does not work any more, if it ever did. Its pure and simple bugged, waiting on the Devs for a fix...which with my luck will be happening again today when I have an hour or two to play.
