The problem is the whole picture.
First they make D'd Startrek icon turn like a whale.
Then they give cash shop consoles with turn rate.
Introduce set bonus with turn rate.
Now a lockbox trait with turn rate.

You're leaving out the other things they did to improve turn rate for large, slow vessels.
You can choose to respec a specific player skill to improve turn rate.
You can equip RCS consoles obtainable in-game to improve turn rate.
You don't necessarily have to spend $ to improve turn rate.
If you do choose to spend $ to improve turn rate to the max, you're probably also trading turn rate for other modifiers and benefits.

Thing is look at what NW is doing, if it works or rather doesn't put people off then they will be tempted to bring it to STO.
As for lockbox only traits, in two minds about it. On the one hand it's nice to have some of the traits, the EM one specifically I'd like to have on all my characters. On the other hand if we're given tons of traits that are in lockboxes, coupled with special weapons, ships, doffs and boffs we're going to be creating a bit of a rich poor divide between players. While yes if you have the ec and Zen to burn you should have an advantage but it's getting to the point where it's going to be more than an advantage. Where someone will HAVE to have all the best stuff to compete in PvP and I think this will just hurt the game in the long run.
Also any guesses as to what is character/account bound and what is freely tradable? It will REALLY suck if it is character bound that genetic resequencer.
I'm okay with them offering traits in lockboxes as long as they are not OP.
Since this is billed as "Genetic Resequencing", presumably a form of adapted Borg tech, it could thematically work in the Tal Shiar lockbox.
Of course, Starfleet shouldn't be using illegal genetic augmentation but that's a personal choice.
Certain traits could just as easily be billed as "Special Training" in other lockboxes... and I wouldn't be heartbroken if Cryptic went back and added Traits to the older lockboxes.
As pointed out, you're not getting an extra trait. You're getting an extra choice, and a trait respec so you don't have to pay to make that choice. It's still deciding what your character's strengths are and making tradeoffs.

"Extra Damage Bonus when using Power Cells." could easily be already OP in ground pvp when used by a ground competent player, have to test it first to make that judgement on it imo tho.
On the other hand they possibly broke and put so many horribly OP/broken things into ground with that patch (no impact circle on orbital strikes, nukara stasis drones, some hefty increase in dmg on fuse armor, 500 perception on the new armor set..) that one more OP trait may not make a difference for the ground game anymore anyway.
Im totally not in favor of traits in lockboxes, especially not in the gambling 1 out of 4 way this one seems to be designed. The more pvp toons someone has the more it will cost to stay competitively if any of those traits turns out to be usefull.

The only things ever in a lockbox that weren't tradeable were Lobi crystals and Fleet/XP bonuses and there are solid reasons for those not to be tradeable.
Traits are more like ships or DOff packs. Which have always been tradeable.

What the hell, Cryptic? Why are you putting TRAITS in Lock Boxes? That's... really annoying, and stupid (IMO). Traits should be dependent on Class and Race... not finding a special item that gives you a new trait.

EC is so easy to come by, they're only like 15m on the exchange. That's way less than some of the high-end duty officers.

I see Traits as nothing more then Consoles for the character rather then the vehicle, and functionally no different then creating your own Kit - something Cryptic has been talking about for awhile.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
I see Traits as nothing more then Consoles for the character rather then the vehicle, and functionally no different then creating your own Kit - something Cryptic has been talking about for awhile.
And something which should be coming in Season 8 (or shortly after)

Too late for that. Cryptic already charges for that stuff in NW. You even have to pay zen for consumable armor dyes. It's terrible.

Most things work from base stats, so I'd guess, yes, helmsmans 10% works from your current ships base turn rate.
