We do leveling by total contributions to fleet holdings on individual characters. The first rank up is at 100,000 total contributions and that opens up some of the fleet bank and all the fleet stores and ship yards.

It's a great group. If you're new or a grizzled vet they are extremely helpful with ship builds, pvp, stfs, or just leveling up. A lot of activities and fun for all. It's all pretty casual and anyone can fit in regardless of play style.
