Yes you can, at least when it hits Holodeck, not sure about the current Tribble Build ... but you can't buy any C-Store Stuff on Tribble either, doesn't mean C-Store is gonna be disabled after the 21th ...

Like many others have said, only vets get a free ship at VA.
And where in the rules does it say you HAVE to pay to get a ship. No one forcing you to HAVE to do anything.
Besides, its F2P. Just think of it as your monthly subscription fee, and be done with it. All that money goes back into making the game better, so you shouldn't be outraged over it.

You should get a free ship at level 40, which is tier 5 and will serve you through endgame. you only get the vet reward token free if you are 600 days. exactly like every other faction.

The expansion doesn't cost 19.99. The preorder packs are discount bundles of C-store items and are not required to access the Romulan faction or any expansion content.

You didn't have to spend $19.95 for the expansion, that is free. You paid for a goodie pack that was optional to purchase. If you did buy it thinking you NEEDED to buy it to play the expansion, well, you need pay more attention.

I don't mean to gloat or anything, but I'm glad I spent the money that I did to get LTS. Way back in 2010, the game was as enjoyable to me as it is now. I missed almost 2 1/2 years of playing though, due to RL stuff, but I'm very glad I can still play it.
As for the expansion, yeah I'm happy to be able to get a free ship at VA as a Romulan, simply because I'm way over 600 day vet (1180+ or close to 1190 can't remember). Cryptic does need to make some kind of profit, I mean they do with the c-store, probably more than we think. I don't blame them for selling what they sell in the c-store, because none of it is out of place to me.
Sure, I'd love to get some of those ships for myself, but without the money to get them I just can't get them. Maybe once I hit VA finally on my Fed character, I can save up and exchange enough dilithium + my stipend per month to get them. I've heard of people getting ships from c-store just from in game means, they were not LTS from what I could understand.
Anyway, if I could invest more money into the game I would. I would get that legacy pack for sure, simply because I enjoy this game. It may not be 100% what I think this game should be, but I'm not a policy maker at Cryptic. I will say this, I don't get this enjoyment from any other MMO on the market to date, that I get from STO.

If the OP paid for the 30 dollar goody pack, then he gets a free ship token at level 50, and in my humble opinion for a pretty nice ship.
But if the T'Varo Refit doesn't float your boat, there are three choices at level 40 that are not only end game viable, but also represent the best pure escort, pure science vessel and pure cruiser available to Romulan players. That's right, I said it, the Haakona is a better pure cruiser than the D'Deridex Refit!
