It mostly depeds on opinion. I prefer to use the Reputation torpedos for pve, but they dont work as well as no-rep torpedoes. The plasma has radiation damage, but the quantum has high kinetic damage. photon is quick recharge, but the transphasic torpedo ha good shield penetration. it mostly dependon what you want
Quantums do the most damage if your target's shields are down however you have to get them down first...
Transphasic on the other hand does not have this problem and can do excellent dps by bypassing shields. Combine this with the cluster torp and you have yourself sustained dps with spike dps.

[ I like the "big, slow gimmicky" torpedoes. especially that big red one. cloaked to about 3k, drop, evasive maneuver to get out of area bad day for the bad guy
My friend saying that one gravimetric plus one bio torp with 3 DHC phaser front and KCB plus bio turret aft work well in pve.
For me in pvp i prefer an elachi torp (or if you have not an elachi than use a chroniton) and on cruiser it is the best regent arc torpedo. Also in pvp it is better transphasic torp than f.e. turret.
Powerfull are the spikers with DBB+BO and DHC front and something like cluster or harpeng on aft as the finish off.
Lets put it this way. the Z-store variety of the T'varo Light Warbird has a cloak that allows you to fire torps while cloaked.
So i want to turn the thing into as hard core of a torpedo boat as I can.
can someone here tell me a precise build for it that will optimize the speed I could dump torpedos out? Any empty slots, I will PROBABLY fill in with tetryon cannons... for higher shield DPS when i'm not cloaked.
It doesn't really need to stand on its own. the idea would be for it to support in PVE(once and a while PVP) and hit hard when shields go down.

i run tricobalt breen transphasic and rapid reload transphasic aft trasnphasic and photon. in a borg incursion i can easily solo two cubes. it's a t'varo so i also have the big red ball of pain.
Persoanlly, I think it all comes down to your own preference and play style ... And adapting to suit the build ...
I Got a RLC and the 'vette for my Orion Tac ... On tyhe RLC I went Tetryon Beams, with Quantum Torps = Beams to strip shields and the quantum for damage. Together they work extremely well in PvE and especially for groups of peons, like the Undine BZ or Tholian RA's
But ultimately I chose those two, primarily because they are both white ...
Now on the 'vette I went with a Disruptor Skittle Cannon Boat with a "Normal" Transphasic up front (not hte anti-borg, or the RR) and the Cluster Torp in back, for a little "gift" as i fly past.
I went with the Disruptor because, KDF, but decided to grab some of the hybrids for fun, and I went with the Transphasic, because the Disruptor Proc lowers the damage resistance so the Trans does more damage ...
But ultimately I just like the sound effect when you use TS on it
And again .. .It works extremely well ... It wont win any awards for "Da most DPS'z doodz" but it works, and I'm enjoying it.
On my lower level Fed Tac, I went with Transphasic on her 'scort, because, as i said, I like the sound effect, and that also works. It's that simple.
Torpedoes are a rather odd thing. I tried to "torp up" the ACR of my tac toon recently with quantum torpedoes and using THY 3 & 1. If you time it right you can chain the abilities and with two torpedoes on the target you'll drop two high yield salvos simultaneously on it. IF the shields are down it is toast, no exceptions (safe bosses).
The problem is that you will rarely bring down NPCs shields because STF enemies are just bricks with stupid shield buffs, most other NPCs of the current content are highly resistant/virtually immune to subsystem disabling effects or if their shields are brought down by your energy weapns they are already dead before your torps reach them.
It is absolutely awesome for the sheer effect to use matching types of heavy torpedo salvos (I hate the mixed plasma/grav torpedo mess popleslt althe time), very statisfying but unfortunately, if you go for numbers or efficiency, torps are really a viable coice since they are too unreliable and the game heavily neglects their use on purpose (NPC million shield hitpoints and subsystem disable immunity are a symptom of power creep which is actively supported by the way Cryptic dsigns their items and content)

Tricobalts haven't been improved themselves. My guess is it's people trying out Tricobalts with the Omega Kinetic Sheering trait.
If you want to spam torpedoes, I like photons.
