Most likely the 4th faction? I know we're still waiting for LoR to be released, so this would be seen as jumping the gun somewhat, but it's never hurt anyone to speculate.
It seems the general view as of late seems to indicate that there aren't likely to be any full factions fleshed out for this game. I know we've got the Romulans, and they've got their own story, characters, costumes and ships, but they're not stand alone ~ don't get me wrong, I can completely see why Cryptic made it this way, even if I don't / didn't agree with it.
With the Romulans though, Cryptic decided to go by the route of D'Tan; he's got a sector block to his name too. We know that following the fallout of the Federation-Dominion War, Cardassia (and Cardassian Space) was left in rubble (somewhat), and they don't really have a Military; at least not one that is likely able to pose any form of threat. What they'd need (for faction material) is similar to D'Tan but with a twist.
Have the general Cardassian Species revert back to their old ways (maybe a secret Obsidian Order uprising)? Then throw in another sector block below Alpha Trainguil, and set up a colony world there (new adventure zone) where you'd have a group of Cardassians that, alike D'Tan to the Romulans, don't like the old ways.
New Romulus had the Tal Shiar to content with. New Cardassia can have the Obsidian Order.
LoR gives us playable Romulans and Remans (ships included). LoC could give us playable Cardassians, along with (potentially Alpha Jem Hadar and Bajorans (or hybrids)); again, ships included. I know we've already got the Galor throuh the lock box, but there can be a retrofit version for the faction with different Boffs and Console Slots.
If we're ever going to get a 4th faction (one that is playable) it would likely need to be done this way; fleet foundings could work similarly to how LoR will work (level up to #10, then choose to join FED/KDF). The only other contenders I could see as a 4th faction would be a Dominion based one, but then they (Cryptic) would first need to open up the Gamma Quadrant and think up a genuine reason why the Dominion are back on the scene (I don't think the Founders are stupid enough to be lured into a trap by the Iconian; besides Odo wouldn't allow it).
I could see the Dev's bringing in the Cardassian's in when they get everything they want to get done with the Romulan's and Klink's, would be even nice to see the Bajorans as a 5th faction.
I would definitely like to see Cardassians as the next faction but I'm not sure making them a near copy with different bad guys would be a whole lot of fun.
The way they are now they don't need the Obsidian Order hounding them, don't really need the Obsidian Order to come back when we have the True Way.
Can't have a honest conversation because of a white knight with power
I think it's going to be a while before we see another mini-faction.
But for sure the romulan one sets the tone for future ones. On the other hand they could also just release new reputations where you unlock races and ships and then just play the story of your ally.
Overall it seems people are quit positive about the romulans which is good for the game even if you don't happen to like the expansion personally.
I'd love a non humaniod race myself but for sure they should go with what has the most mass appeal and probably the cardassians are right up there.
perhaps they could make Cardassian story more prophetic.
I think Gul Dukat + his followers, these bayoran ghosts from the fire caves ..
but i really would have issues to see Cardies aligned with the KDF.
They've been sealed away in their own private hell and the only thing that could have released them (The Kost Ammojan) has been destroyed.
Besides if Gul-Dukat and the Pah-Wraith's were allowed back, they would have to allow the Sisko to come back too, and that might be...problematic both from a story and I.P point of view.

Novels have already brought Sisko back from his rainbow tunnel vacation. It would be far from without precedent.
Secondly, there's inherently a problem with using Cardassians as the next sub-faction given that the current Cardassian Union is for all intents and purposes a de facto member of the Federation.
Novels don't need likeness rights, or at worst get away with a license on a single image on the cover, which is usually either drawn or chopped together out of the show and doesn't require getting the actor to sit down for another shoot.
There is no need to create a Cardassian clone of our hippie Roms. Cardassia is a Fed protectorate.
Just release them as such. Give them the option to align only with Federation.
True way and Breen should be enough for them to worry about.
Whether there's a 4th faction will depend on if the 3rd faction justifies that amount of investment put into it.
While I'm happy to have Romulans in the game I can't also help but imagine how nice it would have been for the game to have had all that money and man-power put into adding 10 new STFs and 20 new end-game Daily events. More end-game to do would probably have benefited STO more then another Faction that's going to get to the current limited end-game in about 20 /played hours.
So while I'd love to see a Cardassian Faction added at some point, if you want to retain players and keep them spending money then end-game is where the next big investment needs to be made - as well as major PvP changes.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Pretty much, we have to consider what the goal with LoR was. I have my doubts as to if LoR will actually grow the customer base, but I can definitely see it working to maintain and squeeze the existing base.

sadly the ally part of the making the romulan 'faction' holds it back massively. the 3rd faction should have been able to give much more towards the end game dynamics. which would have changed the same old pvp for a start, 1 of the big parts of the game which has always been considered end game. now romulans get to shoot at themselves?!? hopefully this changes at some point in coming months and they can stand alone.
I would love to see a cardassian faction added to the game. but if they can only just finish the kdf lvl 1-50 and only make half a romulan faction. we will be in for a very long wait. or another huge disappointment sadly.
I often thought about how could cryptic get romulans and cardassians in the game. I often ended up thinking an alliance between Romulus and cardassia as a 3rd faction together may have been a good way. maybe just a crazy idea that could have worked. but instead we get an expansion that finishes the kdf at last and adds half of new faction .
maybe a future cardassian expansion in 3 years time will finish the romulan faction?
I would enjoy having the Cardassian faction added to the game. They have 3 sectors already built around them, it would be the next logical choice. Though it should be much later. Possibly a year from now. With the new Romulan faction out, they need time to build its content and to see how it pans out with the player base.

I don't consider PvP to be a major issue in STO. I seriously doubt even 35-40% of the existing fan-base does PvP. The vast majority of STO players have no desire to PvP - especially as some type of end-game event, IMO.

T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
The logical choice would be the CDF (Cardassian Defense Force) which was once orbiting bajor or Cardassia...might still be on the maps. The Cardassians still have their homeworld, and the main hub should be there. Cardassia is probably still rebuilding
I just have a hard time seeing Cardassians as a mini faction that would choose a side in this war. For starters, They don't field a military as they have an agreement from the Federation and are dependent on them for protection. So with the exception of renegade citizens it's difficult to believe that the Cardassian government would allow for its citizens to individually choose a side in the war. Second, I think that the wounds of Klingon aggression is probably still too fresh in the minds of many Cardassians.
I agree that Cardassians as a race should be playable. But, a Cardassian would probably need a very good reason to trust a Klingon. I could see them joining the Federation easily enough however. Could possibly do something like a premium race, although currently you can get a Galor ship and use the alien-gen to create a Cardassian looking alien.
What could be cool is a Dominion plot where the Dominion are seeking to exploit the Fed/Klink war. Why waste your resources when the two major powers are more than willing to level each other? Could do something where the dominion are secretly aiding the two sides of the conflict by sending both resources and captained ships to help fuel their self destructive war (choose a faction a la LoR style). Eventually the Klinks and Feds figure this out and temporarily put aside their differences (once again ) to fend the quadrant from a re-emergent Dominion threat. You, as a once dominated servant of the Dominion find yourself drawn to the philosophies of individualism and personal liberties offered by the alpha/beta quadrant races. Having earned the loyalty/honor of your new found allies do you have what it takes to prevent a second Dominion war?
Dominion faction could be something like the Romulans where you can play old ships of your chosen faction, but you have to fly your Dominion ship for tier 5+ content. Races would include Vorta, Cardassian, Breen, Some of the alien races seen in DS9, and Alien-gen as the Dominion like the federation included many different species across Dominion space. Would be cool to play as a changeling, But I'm pretty sure CBS would have issues with that, saying nothing of the difficult mechanics of implementing such a race (Although you can RP a changling with the Alien-Gen by buying many different costume slots and manually creating different races ).
Anyways, just having fun thinking about future expansions for this game. Don't bite my head off if you don't like it . However, such considerations of future content seem premature considering we already have an awesome expansion coming just around the corner .

well the story should be of the upmost importance relating to pvp and pve. as it is of the upmost importance in the star trek universe.
this is just an example....3 way would be better but, 2 way territory control with 3 factions makes no sense what so ever. how's the 3rd faction split in 2 gaining territory for their own faction? which could be played pvp or pve options. it would be end game stuff people have been wanting for a very long time. also would help the so called war in game now. to be rewarded in pvp you will have to actually pvp your enemy. none of this private fed vs fed kinda non sense.
so adding a faction is nice and all but they need to make sure they can stand alone. I would hate to see an unfinished rom faction and then an unfinished cardassian faction gets added. it would just make things an even bigger mess. kdf in reverse.

With a big pvp update coming after the expansion, we will see just how many players really are interested in pvp plus this might bring back many players they lost. If they are going to make pve'ers a part of the new pvp designed maps then I'm sure those missions will have a story behind them. Pvp died in STO do to neglect, now Cryptic can actually do something about it.

I've been hearing about the PvP update Season since even before PWE purchased Cryptic and STO went FTP. The simple truth is that Cryptic's going to put resources where they feel it will do the most benefit.
If Roms do well, and the new expanded KDF do well, then Cryptic's going to need to support that, which means PvP is going to be a secondary concern rather than a primary concern. Because of that I think PvP updates are going to be a slow process rather then one major bump.

I would say that a new expansion with a new race(faction) and a big pvp update is all part of market strategy to increase the player base and I can see PW behind it too because thats how they draw large numbers to their own games. I don't think its a empty promise this time, we will see.
What really has me drained is that we can't play bad guys. Instead I have had to make a MU fed in looks and ship only. And my KDF characters is from the house of Duras. And not being able to be tap Shiar with the romulan faction has me wondering If I will keep the character up when they get to lvl 50.
It's a pity they aren't doing bad guys as there is a mission with the Dominion FEE where you get the option to destroy the Ferengi that is in the Gamma Quadrant If they wanted us to be goody two shoes why out that in as part of a mission.
Getting a proper bad guy faction would make this game even more playable and will entice more new players as well

I feel the only reason why both the Federation and Klingons have the option to kill Farek in the mission is because the Featured Episodes are mostly faction neutral. The Klingons no doubt would kill someone just because they annoyed them. This means that any other non-federation allied faction could choose to kill her.
at the same time i cannot imagine another faction would have so much fans to justify the development. perhaps if they also made the tools to make the process more automatised.
playable Cardies would be nice, i would create one, but it would not be my main toon, i would just DOFF him after playing through the story.
cannot imagine any other faction i would care to create a toon for.
there is a strong need for endgame content after this expansion. PVP, new mechanics, dailies..
perhaps they could just release Cardies and other "factions" as a FED and KDF playable species with a couple of missions (to lvl 10), without T1-5 ships, only some T5 ones.
also, another "faction" poll would be needed in july.

its easy enough to do, the cardassians are dragged into the war thanks to the borg or true way when one of their outlying colonies is destroyed, utterly, cardassian ships drained/killed and left as target practice.
the current government is a peace movement led by natima lang, but her ideals wont mean much when the cardassians get into the fight they can not win and may require the assistance under the umbrella of federation or klingon protection.
I agree that Cardassians as a race should be playable. But, a Cardassian would probably need a very good reason to trust a Klingon. I could see them joining the Federation easily enough however. Klingon and Cardassian relations have always been uneasy, but given a common threat to both sides and they both know neither one is the enemy, the idea of a temporary alliance of convenience is appealing.

The Dominions concerns are so far from the alpha quadrant, why would they care what happens? they could spend the next 300 years rearming itself and getting its own chaotic empire in check due to the thrashing it took in the alpha quadrant.
Why waste resources when you can just let them fight each other without fear from another dominion attack. besides who is to say the borg isnt attacking the dominion, or devore imperium or some other race in the gamma quadrant?

the Domnion used the Breen to win the war but that didnt happen and Cardassians were too much trouble then they were worth, if you are considering a dominion playable instead then you will only see very few dominion races, but ideally only the one race, the jem'hadar for tactical purposes and the vorta only for engineering and science.

I think we are more likely to get hugh's free borg than cardies
but if they do do cardies, i hope its true way and they become klingon aligned - i like to play as the badguys and the klinks need more players, even i suspect after the rerolls in LoR
I think they should just add Cardies as a playable race w/ c-store unlock.
They have screen canon/STO canon precedent for working with all three factions anyway.
It would also be cool if they dusted off and gussied up the Cardassian Lockbox, and maybe tossed a Keldon-class in the Lobi store.

I think more brainwashing is in order.
its easy enough to do, the cardassians are dragged into the war thanks to the borg or true way when one of their outlying colonies is destroyed, utterly, cardassian ships drained/killed and left as target practice.
the current government is a peace movement led by natima lang, but her ideals wont mean much when the cardassians get into the fight they can not win and may require the assistance under the umbrella of federation or klingon protection.
Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
but if they do do cardies, i hope its true way and they become klingon aligned - i like to play as the badguys and the klinks need more players, even i suspect after the rerolls in LoR
They have screen canon/STO canon precedent for working with all three factions anyway.
It would also be cool if they dusted off and gussied up the Cardassian Lockbox, and maybe tossed a Keldon-class in the Lobi store.
