No I'm not hating on RSP but I do feel that in its current form it offers nothing to its user except a once every 2 minutes get out of pain free card.
I remember how OP the original RSP was and I was happy to see it get switch up to the way it is now but now it appears to be a skill that no one ever uses.
What I'd like to see happen is to have RSP removed has a skill from the Engineering Bridge Officers and made into a generic special console that could be picked up in the Dilithium Store available to all factions.
The console could more or less work like RSP3 and have its cool down adjusted to match most of the other special consoles.
I imagine that by now you must be thinking ok if they removed RSP from the Engineering Bridge officers what would they replace it with.
The new skill that I propose would work something like the technique that Reginald Barclay created to increase the kinetic resistance of the Enterprise D shields while he was under the influence of the Cytherians mind altering probe.
I envision a skill that would increase the Kinetic resistance of your equipped shields and also lower the amount of bleed through damage received by the user by a small percentage based of the level of the skill being used.
Off the top of my head I'd call the skill Auxiliary power to Shield Integrity Filed (Yeah I know)
Level one of skill would increase the Kinetic resistance of the users shields buy 10% and lower bleed through damage by 1% and have an 8 second active time.
Level two of the skill would increase the Kinetic resistance of the users shields buy 15% and lower bleed through damage by 3% and have a 12 second active time.
Level three of the skill would increase the Kinetic resistance of the users shields buy 25% and lower bleed through damage by 6% and have a 15 second active time.
Yes I'm aware that some shields only have a 5% bleed through.
The above numbers propose how the levels of the skill would work at base and perhaps their effectiveness could be further raised by skill points, consoles and power levels.
The proposed skill would not help to regenerate shield strength, it would only enhance the shields of the user and other skills would need to be used to help regenerate their hp like Emergency power to shields, science team or transfer shield strength.
I'm not quite sure what kind of cool down would be appropriate for the proposed skill; however, I'm leaning towards a 45 second cool down with a 30 second shared cool down with other copies of itself.
Just to go a little bit further into how I feel about RSP being made into a console, I think it could be further tweaked to work more like a group skill.
I'd like to see it work more like a Reverse Shield Polarity Filed and have the effectiveness of a RSP1 but have the range of a Scattering Field and benefit the user and all allies within range with a 10 second active time.
Yes, we should get rid of RSP...right after we get rid of Escorts and those pesky STF Elite Bosses. RSP is a handy little power to have when you...TRIBBLE up in PvE or get over run by pre-mades in PvP.
I do not think the OP is a PvPer and may even play PvE on..easy mode.

Without RSP my Sci Vesta would be blowing up every few minutes in elite stfs. So no. This skill is a must for quite a few builds, esp low hull sci ships.
The OP is based on the false premise that no one uses RSP.
Then he wants to monetize the skill, and move it into an already crowded arena.

Thanks for being a good sport about it. I have to agree with the other posters on this one...without RSP, it would be difficult to survive focused attacks in many cases in PvP as one would die even before the healers could respond. It is also a handy way to recover shield strength in elite space STF's. It is not an ability I particularly love, but it is one that I find crucial for certain situations.

I use RSP all the time, even on my cruisers. Combine that with Tac Team and voila! Recharge of ALL shield arcs while under fire. Doesn't help with Plasma fire though, but still... handy for all ship types as it increases survivability. Got a big ship gunning for ya? Pop those two and you got time to GTFO with Evasive Maneuvers or distract while the team hammers it.
I don't know what the OP is talking about. RSP is one of the most useful and overpowered skills in the game, especially on an Aux2Bat build. I PvP'd 1 v 2 escorts this way. Because the Aux2Bat build I run reduces cooldown of my Boff abilities by 60%, the CD for my RSP is less than a minute.
On the other hand, if the OP was saying that RSP is too good and needs some sort of nerf, I might agree... :rolleyes:

I'd have to go with others here on this, RSP is a very important skill for STFs and PvP. I think it is well balanced as it is now for these encounters. Granted, it isn't as useful in general gameplay. But not everything should be. Also, there are too many consoles already.

If you think RSP is nice, try using a full Aux2Bat build and RSP. It comes up so often, becomes a really useful ability!

Because it's not player bashing to compliment on another players ability, a person with a toon name of Andrew flying a Galaxy, solo tanked 9 Klink ships because of everything under the sun from shield buffs like RSP, and many others. He didn't get to kill any of us, but he did survive for almost 7 minutes before finally dying.
But overall, RSP is very much worth it. And should remain a skill, if not, a passive ability for Cruisers.
I use it on all my toons as well and it has got all of them out of tight issues.. I use it if my shield is about to fail and I have no other means to bring it back up quickly.. Also ideal if surrounded.
If used with tact team or something shield related it can recharge all shield facings very quickly.
If u want to have more kinetic res in shields just take jem hadar sheields, they have nice kin res bonus + crew/death, disable res. You are suggesting one more uni console in the game and we allready have tons of uni consoles to choose from.
Btw, RSP is awesome in PvE or PvP. I saw lot of escort pilots (and me) using RSp to lock GDF and get few free kills.

It seems that I've made a bad assumption about RSP based on my not seeing it used much if at all in the time that I PVP or Team PVE.
I'll be sure to get a broader view point of a skill next time before I tear into it.
