Caitian Field Flight Training Program Not Showing Up

Despite the fact that I've done the Caitian Diaspora chain a week ago, the Caitian Field Flight Training Program mission does not show up anywhere for me.
Yesterday, my boyfriend could see it, and invited me to the bridge of his ship. It still did not show up. Despite the fact that he could see the Caitian Field Flight Training Program missions perfectly fine. And I've never done the mission in question, since it's never shown up for me.
This problem occurs on two different characters so far. Vendince@Vendince, and Amorea@Vendince. Both are now level 35, and the Caitian Diaspora chain shows as completed for them both, and they have the purple duty officer to prove it.
Today, I decided to send in a ticket about it. Ticket ID #1,540,773

It requires 100,000 expertise to show up, and I have 124,000+ at this point. Saved it especially for that.
As previously mentioned, we tried having my boyfriend invite me to his starship bridge, where he had the mission available. When that didn't work, he invited me to the team, still no dice. After that, I checked everywhere the mission could pop up, using the list on the wiki. Still not showing up either at Personal, Current or Tactical Officer.
And then it got called as being in Eta Eridani on the Doffcalls channel. I went to Eta Eridani, even checked every single instance of Eta Eridani I could get into. Still nothing.
I have the entire Caitian Diaspora chain done, and I still have the purple flight officer given from that mission. And since I've never been able to even see the Caitian Field Flight Training mission, there's no way it can be on cooldown.
The wiki also lists the lowest possible level for the mission as level 7, and the character I've been looking with, Vendince@Vendince, is now level 40, so that can't be it either.
