Skills locked as Lt Comm

Ive reached rank Lt comm. But i cannot train my Lt comm skills. Please help.
Whether you think you are right or wrong, either way you are RIGHT.

    You need to spend a minimum amount of skill points to get the higher level skills.

    If this is on TRIBBLE...

    Go to DS-9 and use Lt Commander Tara in the Bank/Exchange room to Respect...

    I had the same problem and doing this fixed it.

    BTW: It's a freebie to do this on TRIBBLE.
