I've thinking for a while about the Dev Blog #3 and I come to a conclusion for why few ships are avariable for the romulans.
We know that as the player advance rank, he/she advance a new tier of ships.
the Federation/Starfleet has three types of ships: escorts, cruisers and science vessels
The Klingons has Four: Raiders, Raptors(Equivalent of Escorts), Battlecruisers(Equivalent of Cruisers) and warships, Is notable to see that the KDF doens't have Science Vessels, However, the raider class is a "universal vessel" and can be used as science vessel for the klingons, also, there is are two science vessels, one is a carrier, the Vo'Quv a warship, and the other a C-store Ship.
the new case of with romulans, they have only one type of ship: Warbirds.
as we know there a few ships in the romulan side, yes. we all know that and we are concerned of "Why few ships? there is no variants? where are the escorts, cruisers and science vessels?"

we are already seeing them. how? Let me explain.
we have the T'liss Light Warbirds, the ship that we begin our "adventures" as romulans. is a T1 ship but also the only raider ship.
Then it come the Dhelan Class Warbird, Beautiful ship, no? anyway, is a T2 ship and the only escort-like ship
the next is the Mogai Escort Class Warbird (but I prefer to call it Hawk Ships :P) is a T3 ship and a destroyer-like ship
the most popular and venerable D'deridex Class Warbird is the next, the Mighty BattleCruiser of the romulans also T4 ship.
and the final made by cryptic, The Ha'apax Advanced Warbird more large than the D'deridex but not enough to suprass a scimitar, T5 ship (probarbly C-store ship)
why I reminding you this? easy:

Updating ships. We already have the ship classes there, Raider Warbird, Escort Warbird, Battlecruiser Warbird and Warship Warbird. Instead of changing from light to heavy, we'll updating our ships to the new tier as we ascend to a new rank.
for example; instead of changing to a mogai escort. I'll be "updating" my Dhelan Warbird T2 to T3 then T4 and finally (with zen or dilithium) T5. The Dhelan class become more powerful by each update, its add new consoles, weapons slots, stations, etc...
the devs said that we will have "others" free ships, its mean new ships parts for customization while advancing. Yes, is fun to have new ships but its probarbly Zen Ships in the future.

Okay
The Romulan Republic is a new third growing power in the galaxy while the others two (Federation and the Klingon Empire) powers are already in war, however, the Republic needs Allies (starfleet/KDF) and recruits romulans that have the same objetive as they or dislike the Tal'shairs and/or Sela.
New Romulus is still building, the new romulans have few ships operating, and they don't have enough resourcers to build more, so they update the already operating and funtioning instead of building more, so they can focus their resources in new romulus and new designs.
this is just a Theory/Speculation. comment and discuss.
I'm thinking the Ha'apax will be a free T5 like the Free Ody/Bort, and the advanced 3 pack in the C-Store. It has a detachable support craft like the other two
The Scimitar is a Reman ship, so I don't see it being the flag ship of the Romulans. I wouldn't be surprised to see it replaced by the Ha'apax in some of the missions the Scimitar is used.
Alright, Maybe I passed few details, but that's no really important, the idea is the cryptic may add a new rank/free-ships option.
for example, you saw that mogai escort concept art? it looked like an Advanced Mogai Escort! by the black parts in its wings, looks like that is a carrier.

both are correct why?: Because there is a fleet version of the Akira and a C-store version of it, that is Thunderchild and Ameritage, one of them is a carrier... a very good looking carrier.
Corresponding to the first option: as I said, New Romulans don't have enough resourcers and personal for new ships, updating is a viable option, the mogai that we see in that concept art is a updated version of the already existing mogai.
Most likely this. I am betting on a Scimitar 3 pack for 5000 zen, so that the Rommies got a bortas and odyssey equivalent.
No way it'll be Scimitar, or at the very least not an Oddy/Bort equivalent. It lacks critical features to fill that role.
Ha'apax, gotta be. Has the requisite detachable ship, definitely a larger vessel, and it's a brand new and modern design. It's perfect for the role of flagship three-pack cruiser. The T5 freebie will lack separation - it'll be more like the freebie Oddy or Bort.
Scimitar will most likely be a dreadnaught with its Thalaron weapon retooled at a sort of shotgun Lance/Javelin plasma weapon. At least that's what I'd guess since I can't see them giving the player a Thalaron weapon after all they've said about how awful it is, and considering neither the Federation nor KDF would support someone who uses them (Obisek never fired a Thalaron weapon so he gets a pass but is on thin ice).
They could go with a version of the T'Liss at Tier 5, but it would look different and have different stats. Just like how the B'Rel and Hegh'ta are both Bird of Preys, but have different looks.
The combination of Refits, Retrofits, Fleet, and distinct ships... things they've already told us. Details? No... but the gist of it is basically that. Answer = C-Store. Though, I wish they would call it Z-Store. They even label it as Z-Store in the UI - but they still refer to it as the C-Store themselves...meh

First, C-store refits and retrofits. There'll probably be a few C-store variants for zen, too.
Second, they did mention Romulan captains will be able to fly Starfleet or KDF vessels, depending on selected alliance.
My bet is, the warbirds will be the default option, with a select handful of allied ships from which the Romulan captain can choose. That way, Romulan captains still get a variety of ships with a minimum of "free" ships the devs have to make, balance, and implement.

What you're describing would be awesome, but is too much to expect. For one "upgradeable ships" would be on the Legacy of Romulus site in big BOLD letters if this were the case, but it's not, instead we have "Warbird Class of Ships!"
No, most likely what happened is that they designed three distinct classes for the RSR, Raiders, Escorts and Cruisers. But they designed them from the top down, meaning they have the art and stats ready for the Fleet Versions only. Running into a time or resource crunch, or maybe just because they don't care too much about the leveling process, they realize they will not be able to make five tiers for each of these classes so they make one tier each and label them all as part of a "Warbird Class."
it's probarbly nice to see true remans' ships beside the Scimitar, for example a bat version of the warbirds?

I would say the Dhelan class was very much a Reman inspired design. It's light on spindly protrusions, but looks like an ugly metal bat. I don't see the appeal, but there is certainly some Reman inspired designs along the advancement path.

It seems pretty clear - at each tier after the starter ship, Romulans can fly a Warbird OR a class of ships from their ally. So if you are a Rom/Fed and want to fly a science ship, you can fly any Fed sci ship.
What is the point in playing romulan then? If I want to play FED ships I play FED characters, If I want KDF ships I play KDF characters, if I want Romulan I'll stick with Romulan Ships but then the point is lost if I play FED or KDF ships. Okay I understand that the Dev were inspired by bajorans flying fed vessels but these were desesperate times in the Occupation/Dominion War.

Technically, the Romulan Republic isn't rich - they're a bunch of refugees who landed on a planet and are trying to make a new Romulus. There's a reason why your starter ship is a 150 year old BoP. So it's not difficult to justify that the Feds or KDF gave some ships to the Republic, and your character just happens to be one of the lucky ones to get it.

But for some players allowing a T5 Connie to be used breaks the canon in the game.

Even before that, the Federation's presence on DS9 was as a "guest" of the Bajoran provisional government, while the Federation was courting Bajoran membership. DS9 was Bajoran property, and Kira as Sisko's executive officer and Bajoran liaison was in the joint command structure.
Given the Romulan Republic is a new, non-hostile but still weak, government it makes sense the Federation and Klingon Empire would engage in some lend-leasing to bolster their strength against other Romulan factions, and grant them credence and limited authority. Either power is currying favor and engaging in nation-building, in order to secure later alliance. Now, I don't see Starfleet or KDF justifiably rolling out their newest, most effective tech (like the Bortasqu', Odyssey, or Vesta) to at best a neutral power that could potentially use it against them later, but that aside it still makes sense.

From the story point of view, your character is a special snowflake, so the allied power isn't providing ships to ALL Romulans, just you, the hero.

A player leveling a Romulan character, will (should they decide and if it is possible otherwise) be able to experience play in each type of ship (in a logical order that is sorely missing from the game and disappears again at endgame). They will be in a position to make a better informed decision about what ship they want to fly. They will have flown them.
If they get to 50 and find they hate the Warbirds, they can fly an ally ship - they will have another character and not feel like it was a complete waste.
There will be folks that do not like the order they are offered - cause they know that Sisko flying the Defiant by himself could take out a fleet of Sovereign, Galaxy, and Excelsior class starships. Cause he punched Q...that's how he rolls and that's what he flies.
There will be folks that may have wanted just to fly an Escort as they leveled - regardless of what ship they planned on flying later - just to blow through the leveling experience.
I think what Cryptic is doing is pretty nifty - they know that low level ships only sell to collectors or to folks wanting whatever cheese console is available. They're putting the effort into where folks really want the ships, no? I mean, that's what it is looks like to me.
We'll all have to wait and see, regardless - but hey, they should have done the same for the Fed/KDF in my not at all humble opinion.

If that's the design intent, then I hope the devs have either made the mechanical distinction between tiers 1-4 of Romulan ships not great, or we have some leeway while playing by being able to ally early. It would be an awfully poor thing to do to railroad players into flying a ship they'll hate for ten levels, just for the sake of a "broader experience".
I know that for my part, given the choice I'll stop using Romulan ships while leveling at the Mogai, since I cannot stand flying slower ships (except for my Vo'quv, since it's a carrier). Remembering back to when I was leveling my Federation character, the worst experience I had was between levels 20-30 when I elected to tier up to the Akira-class opposed to the flying Hitachi magic wand. I hated that ship, and tiering up to Defiant at 30 (other than the fact it's the Defiant-class) was one of my happier moments playing STO since I no longer had to pilot that flying coffin.

If thats the case, then I hate that new "experience" flying a ship more slower than the moon when I'm actuality an tactical captain or a science captain. I should be using escorts, science vessels or at least, cruisers with appropriate turn rate.

But that already happens in the game. You get to level 10 and you pick a Cruiser. You have no experience with Escorts, Sci, or big Cruisers. You simply pick it because you think you might like it. Then you're stuck with it for 10 levels. The same thing happens at every 10 levels: you pick something and then you hope you like it.
If you don't like it, well, that's where the Dilithium or C-Store comes in. You can buy something else. For the Roms you'll probably have additional C-Store Rom ships, as well as all the ships of your ally. So you are essentially being less pigeon-holed as a Rom then you are any other Faction.

But that already happens in the game. You get to level 10 and you pick a Cruiser. You have no experience with Escorts, Sci, or big Cruisers. You simply pick it because you think you might like it. Then you're stuck with it for 10 levels. The same thing happens at every 10 levels: you pick something and then you hope you like it.
The difference is, you have a reasonable expectation of how each class of ship behaves from looking at the ship stats alone, and most importantly a choice in the matter which means that if you have picked a ship you don't like, it's at least on your own head and you've learned a lesson to be more discrete next tier. You're not being ferried through what amounts to a survey on starship classes as you level. The very act of having a choice mitigates much of the sour taste of being stuck with a ship you dislike while leveling.
Besides, much of this would be averted had the game had a starship demo period, or holodeck mode to try out starship classes, before you buy them.
For the Roms you'll probably have additional C-Store Rom ships, as well as all the ships of your ally. So you are essentially being less pigeon-holed as a Rom then you are any other Faction.

It kind of sounds like some folks would have preferred just adding Romulans/Remans as a playable species to the Fed/KDF with holodevices or even skins/costumes/kitbashes for Romulan ships added to current Fed/KDF ships.
They're treating it as if they're going to reroll a Rom/Rem version of whatever their main character is...an all but exact replica.

Outside of Cryptic/PWE folks - who has experienced the new mechanics involved with the Romulan ships? Seems like some folks are setting themselves up for disappointment thinking they're just going to be different looking versions of what they're already flying...

I hated that ship, and tiering up to Defiant at 30 (other than the fact it's the Defiant-class) was one of my happier moments playing STO since I no longer had to pilot that flying coffin.

That's great, but I'm referring in the context of that statement to the leveling experience and not the endgame experience. Sticking players with a ship they may very well loathe for ten levels (no matter how short and relatively painless that experience may be) just isn't very cool.

If you don't like it, well, that's where the Dilithium or C-Store comes in. You can buy something else. For the Roms you'll probably have additional C-Store Rom ships, as well as all the ships of your ally. So you are essentially being less pigeon-holed as a Rom then you are any other Faction.
The difference is, you have a reasonable expectation of how each class of ship behaves from looking at the ship stats alone, and most importantly a choice in the matter which means that if you have picked a ship you don't like, it's at least on your own head and you've learned a lesson to be more discrete next tier. You're not being ferried through what amounts to a survey on starship classes as you level. The very act of having a choice mitigates much of the sour taste of being stuck with a ship you dislike while leveling.
Besides, much of this would be averted had the game had a starship demo period, or holodeck mode to try out starship classes, before you buy them.
This would be the lone saving grace, yes, depending upon how early you make your alliance choice.

They're treating it as if they're going to reroll a Rom/Rem version of whatever their main character is...an all but exact replica.

Outside of Cryptic/PWE folks - who has experienced the new mechanics involved with the Romulan ships? Seems like some folks are setting themselves up for disappointment thinking they're just going to be different looking versions of what they're already flying...
