I would think that the Romulans would receive their own sector in which the capital planet resides along with their main shipyards and also to start the lower level missions. It would also require other factions to need Diplomatic Immunity/RaidingParty in order to enter.
It's hard to say exactly where the Romulan starting sector will be, since we don't know for sure which of the Romulan factions will be playable. IMO, the most likely candidate would be New Romulus, but it could be another place entirely.
...talking to players is like being a mall Santa. Everyone immediately wants to tell you all of the things they want, and you are absolutely powerless to deliver 99% of them.
I think this Romulan Republic isn't tied to new Romulus. But formed seperately and isn't as peaceful. Its probably more eastwards on the map as well. This would allow this Republic to be at war with the Feds and Klingons, and still put an embassy on New Romulus. If this new faction had their HQ at new Romulus that could create too much traffic there with all of the factions going to and from the location. I would rather still play the xenophobic and bad Romulans than these new happy fairy Romulans on New Romulus. We could even see Sela as the leader you take missions from.
It would make sense if the "new" romulans would not have directly with either the New Romulus or Empress Sela factions.
Why?
Well think about it:
If they want to re-use the romulan rep system, it would'n make 100% sense for you to be directly tied with them... I mean, you would already be in good relations with them if you serve in their fleet.
And since the romulans we've seen in the trailer and the pics don't wear the traditional romulan uniforms like the Sela-faction, it seems unlikely that you are tied to them as well.
I think its more likely that you are in a 3'd faction that isnt tied to either faction, but is on neutrual ground with both.
Don't look silly... Don't call it the "Z-Store/Zen Store"...
Remember, that Romulan faction will have to integrate as seamless as possible into the main plot. It might branch of at some points but would still have to return to the major story events. Since I don't think the Romulan faction will get entirely new and exclusive endgame content they will also have to fight Borg (Omega Tier system and STFs) and aid New Romulus (New Romulus Tiers, Tau Dewa missions)
From the few basic infos I can conclude the following.
- New faction will probably start as hardliner faction, directly answering to Sela and allied with the Tal Shiar, hostile to everyone.
- Over the course of main plot missions some of the tasks will invoke doubt about the Tal Shiars role and attempts to quell the Reman rebellion.
- Early on this will probably be mostly spying missions on Klingons and Federation (finding out what happens at Drozana while staying out of sight.)
- It will get more interesting when the plot moves to Hobus Nova, Harkov and the betrayal of the Tal Shiar and finally Selas abduction. (these missions are probably completely new designed.
- end result of these missions will be that Sela is gone the Tal Shiar completely going rogue and the hardliner Romulus faction without leader, or rather multiple leaders fighting for power
- Cardassian arc from Romulan perspective will have infighting of various Romulan factions and trying to find new allies in the cardassians or even the mirror universe terran empire. (these attempts will likely backfire and for dominion arc the Romulan faction will have grudgingly join the temporary Klingon/Federation alliance.)
- End result is for the Romulan faction being invited into Task Force Omega to combat the borg threat, (which the romulans will do but with the ulterior goal to find more about Iconians, Undine and gather technology to restore their empire)
- End game will not be much different with a few different dialogues on New Romulus. The reason to aid the New Romulus is to get them rejoin the main Romulan faction again, because open conquest is currently out of the question)
Given everything we've done and all the events that have occured, I'd like time to skip ahead 5 years in the expansion as a reference to the 5 year mission.
