Specifically how she had to write everything as if it were a Klingon speaking due to the lack of ability to designate text for a specific species and how that technology was making its way into the game, even if she only had it in a prototype/beta form at the time?

um...that's not a bug, it's a FEATURE. (no, I'm not joking.)
the KDF is a warrior faction dominated by a Warrior culture, the character backgrounds you describe are inconsistent with the entire theme of the faction. It'd be like a Hordie wanting quests to help villagers and gather flowers and rocks... (oh, wait, that's New Romulus-see? you have a home there!)
Maybe you should consider playing Fed instead? Or, putting together foundry missions showcasing the values you would like to see in the game?
Admittedly, I would LOVE to see a bit more care in how Klingon scripts are written-sometimes it goes WAY over the top and just reads/sounds silly.
Gorn aren't fond of the Empire.. I would not expect them to want to follow them.. Listen to S'tass at the First City... you kinda see Gorn arent fond. Still don't belive me? Look up The Gorn Hegemony in Wiki..

It's the Klingon Defense Force, we all know the rules and the manner of conduct it applies.
This would make sense if the red alliance was something like let's say the Horde in WoW, where they all belong to the Horde and fight for their cause, but each race has it's own "homebase" and each maintain their own military. If this would be the case in STO, then Orions would be part of the Syndicate for ex., and they could have different approach and behavior than the Klingons on certain issues. Same goes for Nausicaans being pirates and not caring about honor or such.
However, the fact is that every player captain that plays the red side is a part of the Klingon Defense Force, so the rules the Klingons made apply to everyone serving under their flag.
Same applies to Starfleet if you compare it, if a player chooses to buy a playable Klingon character for the Federation, that doesn't mean that he/she will be able to rampage, behave like a brute and kick everything in his/hers way. That player will have to follow the rules and conduct that is established in Starfleet.
Just because they are IN the Empire does not mean they wanted to. They litterialy assimilated in a way many races.. especially during the Cold War (Gorn Klingon War) when the Gorn, Naussicans, AND Letheans were forced just by allying the Gorn. They literrialy (KDF) wanted to execute the Royal Family but decided to make then join them instead... and with how the Gorn are... they still hold grudges. They are stubborn territorial, and agressive. They will not stop at anything till they get what they want. And if it is respect and thier past land back, they will get it. Cause as of DOFF missions.. if Gorn rebel, they are executed. How is this a so called "KDF Will Not Affect The Gorn While Under" kinda thing. all well we will see

That's why I mentioned that a WoW model where these races are allied but maintain their own military would be much better for the races of the red side, but unfortunately that's not the model we have in STO and it's up to Cryptic to change it or keep it as it is.
If each of the KDF sub-faction had their own armed forces, then every player that played a certain race would have a unique and different approach to certain mission depending on his/hers preferred species.
What I'm saying is, the way we have the game layed out now - it shouldn't be suprising that the dialogues and orders are what they are. Your character may be a Gorn, but he joined the KDF and when you join the KDF the rules and behavior established by the Klingons apply.
