Armitage Boff problems

The armitage has 3 tac boff slots, i can fill 2 of them but no the third. I have moved one boff from one slot to another, and nothing. Out of my 3 tac officers i can move them to 2/3 slots. no matter what i do the third slot(ensign) cant be slotted.
Also i have gone to my bridge to try and reslot my third tac and didnt work.

Try transwarping to your Fleet Starbase's space map and changing your BOFFs from there.
