First off, sorry for the wall of text - I attempted to file a detailed bug report in-game and when I submitted it I got this error [System] [TicketError] Could not connect. Please try again later. So I am submitting the details here so that hopefully the devs/support will see them and can use it in troubleshooting.
Update - Appears now to actually be related to asking about their specialties. When I asked each person about their specialties first, then assigned the jobs, it would not complete. When I assigned the jobs without asking their specialties, it completed without incidence. This was the only thing I did differently, on a first run through as a Fed Sci character who had not attempted it yet. Waiting to scan the anomaly did not make a difference.
Posted full details at end of thread. Devs, please look into this. Attempted to file bug report, will not accept.
Original thoughts, before edit: For those of you searching for a solution, I did manage to finally complete this mission. Of all the things that I tried differently, I believe the answer is ultimately to wait at least 15 minutes to scan the anomaly at the end. The mission, if it completes, does so while you're in the Azure Nebula. Do not beam up until it says the mission is complete, and you can collect the award from your journal. The other possibility might be NOT triggering the specialties dialog and just assigning the jobs, but it seems less likely.
For complete details of everything I did in the mission that completed, scroll to the end. Step-by-step is in same bold yellow text. Please, help out by replying if the waiting thing worked, or if one of the other suggestions/steps seemed to correct it for you, or not. Thanks!
BEGIN WALL OF TEXT BUG REPORT
Have attempted this mission on my KDF Sci six times. Details on each run are below.
1st attempt - around 4 pm ET on Thursday, got all acolades except the 'don't quit your day job' and the one about talking to everyone. In control room, asked each of them what their specialty was first, then went back to each and chose the assignments that were each character's main specialties, in this order: Castillo-clamps, T'Nae-power, Yar-tractor beam, Me-web.
Completed battle, get to end "Redacted", scanned anomaly two or three times, then chose 'Leave system' from DH dialog. After leaving system, mission log states I'm at "...Saves (More Than) Nine" Go to Tholian Base. Azure Nebula prompts to continue mission '...Saves (More Than) Nine-Go to Tholian Base'.
2nd attempt - Chose to continue mission, directly after doing first one. Put me in maintenance shaft entrance (first room). Server was going down for maintenance and lag was horrible, so I just beamed up and hoped it would complete after next login. Next login was Friday morning, mission still stuck. Did not attempt.
3rd attempt - Sat 6 am ET, went back to Azure Nebula, chose to continue mission. Put me in maintenance shaft entrance, first room. Reran mission from there. Did not go through all shafts, but completed all objectives. In control room, chose Castillo Tractor Beam, Clamps-T'Nae, Power-Yar, Me-Web, for accolade. Completed mission, in Azure Nebula bfore leaving, 'scan for anomaly' 15 times before choosing DH option to leave system. Would not complete, put me in same place '...Saves (More Than) Nine-Go To Tholian Base'.
4th attempt - Continuing mission puts me back in maintenance shaft entrance. Decide to not do this again, especially since I have one more accolade to get.
5th attempt - Dropped mission, retook from contact at Qo'Nos. Ran through entire mission again, this time spoke to all contacts before getting food from replicator, received "Alternate Allies" accolade. Spoke to all other contacts to convince them to create a diversion before speaking to K'Tan. In control room, chose Castillo-power, T'Nae-web, Yar-tractor beam, me-clamps. Completed mission, scan for anomaly 10 times, chose to use "Depart system" button instead of "leave the system" from DH contact. Dialog says 'You have completed all objectives in this area. Do you want to leave the system?' Choose "OK", leave system, immediately pops the "continue "...saves (more than) Nine".
6th attempt - continued from 5th attempt. Puts me in maintenance shaft entrance (first room). Decide to exit the maintenance shaft and re-enter after Yar tells me my objective.Go through 'crawling in' cut scene. Complete objectives and exit. Did not ask them their specialties, assigned in this order: Castillo-power, T'Nae-tractor beam, Yar-webbing.Started first thing on clamps, then went back through maintenance tunnel, came back out. Everyone else was still working on progress. Finished clamps. Waited until all three exited before exiting to go to ship.
This time, I did not fly through the temporal anomaly until I fully healed the U.S.S. Pastak, with their shields and hull at 100%. Also, first time I did not hit 'evasive maneuvers' when prompted by Yar.
When on temporal ship, when cut scene played, I walked away from the computer and didn't touch anything. Came back after 4 minutes, and was at "Redacted-Scan for Anomaly" in mission log, with pop-up interact 'scan for anomaly'. Let it sit there without scanning and without touching anything - no looking at bridge stations or accepting any completed DOff missions, just sitting there for over 15 minutes. When I scanned the anomaly, the mission completed (!) and log said to "Return to Engineer Tum'Era on Qo'Nos". Not wanting to risk another debacle, I opened my journal, hailed starfleet and collected the mission rewards before leaving the system.
I was advised to scan the anomaly several times before exiting, which is why I counted to 15 on the 3rd attempt. Was advised to turn in mission before leaving nebula - unable to do so because the mission was not completed. I remember a similar bug on a different mission, where you needed to beam up and not use the dialog, so I tried that. Also considered that it might be a lag issue, so just waited around doing nothing but DOff missions, never completed. Relogging did not help, and I have tried relogging and continuing from the maintenance shaft entrance, as well as relogging after dropping mission and before retaking. Another forum post advises that it has to do with who is being assigned to what, and to try Tasha Yar: Tholian webbing; Richard Castillo: Power levels; T'Nae: Tractor beam; Our officer: Docking clamps, which I did on the one that completed. However, there were some reports of that not working for others.
On all prior run-throughs in control room, I asked each of them what their specialty was first, then chose the assignments. On trying final config, just chose the assignments without first triggering the 'what is your specialty' dialog. Did them in order from Castillo-T'Nae-Yar first two times. After drop and re-take, went in order Yar-T'Nae-Castillo.
Used photonic fleet every time in final battle. Never escaped out of a cut scene on any run-through.
If I were to guess, of all the things that I did differently on the last attempt that actually completed, I would go with the waiting for the anomaly scan. To me, the lag is probably what is kicking in and not recording the anomaly scan, so for some people rescanning several times was enough, others may have completed it at a particular time that was more laggy, etc. The other possibility might be NOT triggering the specialties dialog, but it seems less likely.
I've given as much information as possible for figuring this out, hoping you can solve the issue. Having to attempt this mission 6 times and troubleshoot while doing it was extremely frustrating and not everyone would be willing to do so.

On my 3rd run through after reading this thread I made a few changes to hopefully further the troubleshooting...
I went through all the tunnels - and for the first time came across the 'wisest tribble'. also just prior to exiting tunnels got the 'remember where we parked' accolade which I hadn't seen before.
I asked the crew their specialties and assigned them per that: Castillo-clamps, T'Nae-power, Yar-tractor beam, Me-web.
Did NOT use photonic fleet this time, but DID use evasive maneuvers (hadn't used it on the 1st two).
Cruised up to the anomaly (not full impulse) and noticed the Pastak following (hadn't paid attention on 1st two runs). It was already 100% hull but shields were low - by the time I got to the anomaly they were 100%.
Went through anomaly and let cut scene play out. Waited maybe 1 minute before scanning anomaly and received the mission complete. Either yesterdays maintenance resolved the issue, or else I think it's the waiting a little while before doing the final scan that makes the difference. FWIW, I used the pop window to do the scan (the one with your bridge officer)
Once you enter the base, before you open the door for Tasha and the others, change character, so you are in the character selection screen and reenter with your char, the misi?n will be ok.
Tried 5 times with all my toons, no problem so far..
While in the Corridor on the way to the Enterprise C, the general mission list (not the one with the specific objectives) still says "Will Save (More Than) Nine" instead of "Threading the Needle" which is what is supposed to say at this point. However, the specific objectives list still says "Will Save (More Than) Nine".
If done right, the list says "Threading the Needle", but it doesn't match up with the specific objectives list. Looks like there is a bit of a programming bug between either the base or the corridor.
There is a workaround, when in the room, just before you go fetch Tasha T'nae and Castillo, you need to go to the Character Select screen and go back to the character you are playing. More often than not, this fixes the error and it has appeared to work for me.

Sorry, I thought I read all - and tried - all the suggestions at the time.
I feel the assignment choices and such are just coincidence. I never had 'threading the needle' in my mission log, on completion or earlier.
I'm convinced it's due to lag of some trigger, perhaps the end, perhaps the tunnel/boarding, that still needed to catch up at the end.
But I was able to complete it without changing in the character selection. Maybe the character selection thing causes the trigger to happen in anticipation of logging out, but as I said earlier, the waiting for the game to catch up is what did it for me. Regardless, something is recording reliably. I haven't had a chance to test on any other toons, but will update with details in case the devs are interested in using the data.
I hope they'll dig into it and try to fix it, since the mission is not going away, and I really enjoyed it. Would be nice to do replays once in a while, but very frustrating if you can't complete.

On second time through, assigned jobs without asking specialties, and the mission completed without a hitch.

Got food from replicator, Talked to Castillo, followed to Yar. Went through all dialog with Yar, got mission to get key from Drake. Talked to final crewman, on exit of dialog got "
Alternate Allies" accolade.
Went in order to "convince" people; spoke to B'Vat, then Shon, who agreed, so did not talk to anyone else. Maintenance tunnels - found crate got "Temporal Treasure Hunting", accidentally exited tunnels, re-entered, changed control room atmosphere, found corpse got "Dead Jim", changed ambient temp, found Wisest Tribble got "The Wisest Tribble", went to exit, received "Everyone Remember Where We Parked", exited tunnels.
Took a 5 minute break, then unlock the control room door. Pastek was at full health and shields at end of battle. Flew through anomaly. Sat for 5 minutes doing nothing; scanned the anomaly, mission completed.
Closed dialog, hailed Starfleet, collected reward, got Celebration:Year Three!", then beamed out. (scan anomaly still popped up)

I had a bug where the mission didn't update after leaving the maintenance tunnels multiple times. It was pretty frustrating but by now I completed it on all characters.
FKA K-Tar, grumpy Klingon/El-Aurian hybrid. Now assimilated by PWE.

Played the mission on my 11 characters and it glitched on the last one.
It refused to complete no matter what I did, so I had to drop it and try again.
Since it happened on my last char, it didn't bother me that much.
Had this happened on the first...well let's just say it would have given my a very bad impression of the mission's quality too.
Same here. I didn't play for about a week, then when the patch was available, it took one hour to log in. Did the mission. Couldn't complete 3 times in a row.
Went to bed quite pissed.
By now I completed the mission with one Klingon and one Fed char. Have to say I'm not really impressed by the competence of cryptics dev team.
The only issue I had with the Anniversary mission was with 1 character - after leaving the anomaly into normal sector space, the mission would not complete and I was offered to "continue" it. Sort of a temporal loop.
First thing that came to mind was that the loop might be part of the mission. But I was able to finish the mission on 4 Feds and 1 KDF.
As for the OP - he just has his own issues. :rolleyes:
Only had two bugs. Mission would not always complete. Easily fixed by a rerun.
The big bug I experienced has nothing to do with the mission, the mission merely pointed it out to me as a real bug.
Otherwise I enjoy the mission.
Well 2 things, I wanted to do it with a friend since this is a MMO and all. Nope, it won't allow it.
I had him join first and I went in afterwards, I get disconnected from server...
I figured fine, I'll have to do it alone. I leave team, and just start the mission alone.
Of course right in the middle of it the mission progress doesn't update, so I have to do it twice from the jefferies tube labyrinth part on.

I also had the Enterprise C quest fail to complete the first time I did it. When I restarted it, it send me back into the crawlways so I didn't have to do the first part over again. It took all of 10 or 15 minutes to finish it a second time so I didn't mind.
Had no problems with the quest myself. I like the Ambassador too, works pretty well with nearly the same set-up that I was already using for my Excelsior.
I ran into this bug on my first KDF character tonight.
I had immediately reported an earlier bug in the same mission. Concerning the cut scene of crawling through the maintenance shaft. My captain stopped crawling halfway through and stood up. The length of the scene remained the same as with my Fed characters. It simply faded to black and continued on.
I didn't notice anything else until I exited the Azure Nebula to report in and claim my rewards. The journal indicates the mission is incomplete. So I guess I will drop it and try again from scratch.

Had the no finish problem for this mission today. Got to near the end when time ship swoops in and is supposed to destroy the tarantula, Got the tarantula down to 0 but it would not blow, shot at it for about 30 minutes, also had two time ships present one unmarked but shooting. Finally had to exit system and resume mission, brought me back just as the C was escaping so only had to repeat killing the tholian ships.
Really wierd shooting a ship at 0 health and it does not blow.
So I followed some of the advice; e.g. waiting.. And after a moment, through my noobishness, activated a weapons battery by mistake and then scanned successfully and was able to end the mission. I have no idea if spending a weapons battery affects your ability to scan.. but something worked, the waiting, the batter, or both

I didn't notice anything else until I exited the Azure Nebula to report in and claim my rewards. The journal indicates the mission is incomplete. So I guess I will drop it and try again from scratch.
Really wierd shooting a ship at 0 health and it does not blow.
