I know my fleet moving quickly, very large and we are sitting at around 175K Military XP at this moment. But there is a fleet, 1st Aquarius Division that has in fact reached this pinnacle, and I was able to secure my Tier 5 Fleet Assault Cruiser thanks to them.

I was allowed to verify that the fleet was tier 5 before being promoted and paying my fee. But there are tier 5 shipyard fleets out there. Just make sure they let you preview the shipyard status before paying anything.

By indefinitely, we mean any point in time from that point on. Two seconds later, if you forgot something, two weeks later if you didn't have enough Fleet Ship Modules at the time, two months later if you've leveled a new character, two years later if they've added something new to the fleet ship selections. No matter the time or reason, the second option is s a lifetime pass.

All I can write about this is caveat emptor. Even if you can verify that a fleet has the ability to "sell" you the ship, there is absolutely no way to verify that they will "sell" you the ship.
"Buying" a T-5 ship is worse than sending someone you met on the internet an envelope full of cash through the mail and hoping they will send you the product once they receive your payment. At least if you send an envelope of cash through the mail and they never send you the product you have the recourse of the local police, federal law enforcement, and a civil lawsuit. If you get ripped off in STO, PWE will probably do absolutely nothing since they are not approving these transactions though an in-game mechanism.
These fleets will probably refer you to happy customers. Of course, you will have no way of verifying that it is not a scam.
Are these fleets legitimately selling T-5 ships? Probably, but you have no way of knowing whether you will get scammed and no recourse if you do get scammed. In my opinion, that makes it a very poor choice especially when there are so many fleets you could joint which are probably less than a month or two away from a T-5 shipyard.
But maybe you are a trusting person and you really want the ship right now. All I can do is wish you the best of luck. Cryptic provides no safe mechanism to complete the transaction.

25 million energy credits translates to about 18 U.S. Dollars assuming that Master Keys are going at a rate of 1.4 million energy credits at the current time (like they were when I checked the exchange just a few minutes ago). And that is for just a 1-time usage of a Tier 5 Fleet Shipyard. For a lifetime usage of said fleet you are looking at closer to 30 U.S. Dollars. Now while that may not be as huge of a sum as some of you may think it to be, there are some people for whom spending 18 to 30 U.S. Dollars on something that could very easly end up being nothing more than an internet scam, is not a good practice. I would rather spend my time aiding my own fleet in getting a tier 5 shipyard (we are currently about half-way to getting our Tier 4 Shipyard) and then get the ship through my own fleet, instead of convincing my fleet to let me temporarily depart from the fleet so that I can buy a ship from a third party fleet's shipyard.

I am very satisfied with my Fleet Assault Cruiser Refit. And since everybody gets what they want i would happily do so again.

a couple flaws with your logic.
A.) You state that you want to show them your tier 5 fleet vessel while not being in a tier 5 fleet. Problem is that you could have joined a Tier 5 Fleet of one of your friends, gotten the ship for an unknown sum of money (heck it could have been for free) and then left the fleet of your own accord.
Alternatively, you could have previously been a member in good standing of a fleet with a tier 5 shipyard (one of the first to get them), gotten your tier 5 ship, subsequently left the fleet for an undisclosed reason (any reason will do), and ended up in a random fleet that has not got a tier 5 shipyard.
B.) Just because you weren't scammed by whatever fleet you got your tier 5 fleet ship from, does not mean that someone else won't be scammed by someone else's fleet. Scams happen all the time.
C.) Technically funds given to pay for a fleet ship during such a transaction should not go to an individual member of that fleet, but rather to the fleet bank. As the resources to get the Fleet to Tier 5 belong to the entire fleet... not just one individual. Granted one individual may contribute more to the fleet than another individual. But ultimately it is because of the entire fleet that the fleet was able to get to tier 5, not because of one individual or another. Thus the money made by selling Tier 5 ships should be communal, not individualistic.

The reason I described the seller's large contribution was because that implied (to me) that the seller would be making full use of the fee to further the fleet projects, and not for personal gain. Since mutliple members of that fleet are advertising, it is clear this is an organized sale, and not some greedy member with promotion rights.
Anyway, I feel I am going too far with this defence, I am not going to blame people for being hesitant, but sometimes you have to find a little trust.
If it hasn't happened already it WILL happen. Sooner or later there'll be a thread on here pertaining to how someone handed over the 'cash' and didn't receive their 'purchase'. Mark my words.
When there is, I'll feel sorry they didn't instead decide to go to one of our reputable fleet's members while making sure that the person is part of our fleet, like making sure you check the butcher at the deli to make sure the cold cuts are of Boar's Head.

Agreed... I don't need my Imperial-class Fleet Assault Cruiser right now, and I don't have the resources on hand to buy access to it. I'm content to wait until my fleet finishes grinding through its holdings to get that 4th tactical console and the 10% bump to hull and shields.
I bought a Fleet Assault Cruiser Refit from the Aquarius guys and I am rather happy with it. The only problem I have with it is ships should have an outfit system like your character does. That way I don't drop 10k a change if I want to go Sovereign into Regent or Sovereign into Imperial.
Dreadnought class. Two times the size, three times the speed. Advanced weaponry. Modified for a minimal crew. Unlike most Federation vessels, it's built solely for combat.

However, the fact that you have a T-5 ship and you claim that the fleet you bought it from is a legitimate seller does not prove that they will not take my energy credits and then not provide me with the service they promise. Given the number of fleets that are going to reach T-5 soon and will likely provide the shipyard as a service to all their active members I do not think it is a risk worth taking.
However, you decided to go ahead and fork over the credits despite the risk and you seem to be happy with the result. That was your choice to make and I am glad it worked out well for you.

I really don't get your point here. We have plenty of satisfied customers and every single reply to them seems to be "its nice they're legitimate and you got what you wanted but what if you hadn't?".

The transaction is insecure, thus there will always be a risk of you paying money, not receiving the product, and having little or no recourse. There is absolutely no way for a fleet to "prove" that they will not take your money and refuse to hand over the ship before the money is transferred.
I am happy that this did not happen to you and that there are no reports of T-5 shipyard scams at the moment, but with many fleets' T-5 shipyards likely to come on line within the next few weeks, I do not believe that the potential reward is worth the potential risk. Obviously that is a decision that people have to make for themselves. I suggest they carefully weigh the potential liabilities against the benefits.

I even asked for references prior to doing so.
I verified they had the t5 shipyard before I ever passed the loot.
more than worth it, because the fleet armitage with danubes is a the longest lasting of any escort.
