Photonic Officer Description Wrong/Bugged

Photonic Officer ability description in-game is as follows:
Rank I: 24% recharge time reduction to Bridge Officer abilities
Rank II: 32% recharge time reduction to Bridge Officer abilities
Rank III: 40% recharge time reduction to Bridge Officer abilities
However, the actual numbers on testing in-game are as follows:
Rank I: 19.3% recharge time reduction to Bridge Officer abilities
Rank II: 24.2% recharge time reduction to Bridge Officer abilities
Rank III: 28.6% recharge time reduction to Bridge Officer abilities
Either the description is wrong or (what seems more likely) the ability effect is bugged.
The recharge cool down listed for the ability is also inaccurate. The cool down listed in the description ranges from 3 minutes (with bridge officer fully trained) to 5 minutes (with bridge officer trained in only 1 skill rank). However, the actually recharge cool down in game is about 15 to 20 seconds less than the listed times. The cool down inaccuracy is not the result of the ability reducing its own cool down (not a big enough reduction for that to be the reason).
