The Romulan singularity harness bonus does not improve the debuff of sensors scan

I've tested the sensor scan skill in a private pvp match with a friend and the damage resistance reduction got no bonus from the romulan singularity harness. My char has 3 skill point in sensors and my ship was running at 125 aux. The damage resistance values were seen under the "status" window, "defense" tab. These values didn't change with and without the singularity bonus.
