Fleet Headquarters - Commendation reports - Military is bugged. When you get 110K points in Duty Officer missions - you are able to turn in the 10K overage for fleet marks. Currently and for a few weeks now, the Military Report turn-in is bugged. It needs an Assault Squad Officer for success but it's being requested under the Tactical branch. Assault Squad Officers are under the Security branch. Making it impossible to get the minimum level of success for completion. Please rectify.
Don't bother with shooting for success on those. *ALL* of the commendation reports success/crit calcs are bugged such that picking a doff for the success outcome as well as crit actually returns a lower chance of crit, than if you select a doff with only the crit bonuses.
1. You can't fail those missions at all.
2. Picking a doff that it wants for success is a bad thing and you should never do it, as it only reduces your crit chance (this is true of all missions if you have 0% fail chance, if success traits can't reduce the chance of failure they reduce the chance of crit instead).

Thats actually true of any doff assignment and has been for a long time, if not since the beginning. On assignments you can't fail, or if you get your success high enough, your better off using a doff other than the Success type as it will increase your critical rate.

Is this confirmed? I thought you had to meet the success minimum and then once that was met if you had any critical requirements met it was only better. So if a mission called for DOff with specialty A and has crit chances with Seductive - I would always try to find a doff with specialty A and then look further for one with not only A but A AND Seductive trait.
To clarify: You are saying if a missions calls for DOFF Specialty X and critical is Logical Stubborn Tactful. I can use DOFF Specialty Y with Logical Stubborn Tactful - resulting in a higher chance of critting (because there is no failure chance). Higher chance of critting than if I had used X and Logic Stub Tact?
Is this still true if there is a chance of failure?

It's been this was since the Fleet Starbase commendation to Fleetmarks Doff assignment terminal has been in game. It's been /bugged multiple times by me and reported here on the Forums multiple times by many players.
Either someone on the Dev side doesn't seem to understand what those of us who've been reporting it over and over are saying/typing; or it's a low/zero priority bug, that they haven't had the schedule/spare time to correct and test.
