Flight Deck Duty Officer not working after patch

As the title says the Flight Deck Officer/Recall is no longer working after patch. It is supposed to give you 10% bonus defense in recall mode, it no longer does this. It was working last night because I just tested it, and this afternoon it is no longer working.
