I'm staring at my training options now, and I can train Cannon: Rapid Fire 3 on the Commander level slot of a BOFF. You need 6 ranks in Starship Energy Weapons.

Cannon: Scatter Volley 3 is only available on random BOFFs though.

No Cannon Rapid Fire Three is only available from a Tactical Captain that has enough skill points devoted to Starship Energy Weapons six needed to be able to train CRF 3. http://www.stowiki.org/Skill:_Starship_Energy_Weapons
