Embassy Sci consoles not working properly

My fleet mate got the shield heal version of the Sci consoles, and noted that it did not proc at all after numerous tests.
On the ground, my Plasma DOT proc says it drains, I believe, 20+ per pulse. In orbiting space, when looking at my weapons, it does 0.03.
