Enemy signal contacts Tau Dewa

Maybe I'm wrong, but I have a problem/question.
Is there a timer on Tau Dewa Enemy signal contacts, is there a limit on doing them per day.
I've done one yesterday, and today not 1 was occupied. No targets, completly empty.
I have been in and out about 35 times now and haven't found one with targets.
Also the same with the alerts, every alert that I joined was empty......so you are being warped out automaticly.
I have been trying everything that I know, moving out of sector, joining one of those contacts moving back, dropping Tau Dewa missions.
Am I missing something or is enemy contacts in Tau Dewa broken.
Or did Cryptic set the "invisible" timers serveral hours or just pure freaking random (which in theory is not possible to program)
hope you guys can help me out, because I'm getting warp sickness....warping in warping out:D
