The real question is who is doing the "theft" is it the leader or this character? How do you know that the other account isn't an alt or friend of the leader?

I fully agree with you.
As a fleet leader, my first responsibility is to my fleet... Anyone in my fleet will tell you that I insist on being more of a administrator, than an actual leader.
As such I work FOR my fleet members, and I have a fellow leader, appointed by me to at all times keep me on a short leash just in case I go Dictator.
I always assume that I don't actually OWN the fleet, but I am just a head-figure for it.
As such, with the role i am in (that was appointed to me by the fleet members), everything that goes majorly wrong is in the long run my fault, and my failing.
Granted it's shared responsibility with the one who caused the issue in the first place, but theres usually a chance I could have prevented it.
Fortunally, to this date, I have not had to defend my position because of such a incident, but I fully expect that if such a day arrives, my fleet will be swift to take action, based on tools and rules, I set in place in case of just such a scenario...
Also, you will note that there is a general policy against so called bank theft, set in place to preserve our fleets reputation.
That does not mean that consider those people have done something they weren't allowed to... Just that it is immoral.

So i have a new account wanting to get back into STO, im currently at level 20 and im getting spammed with fleet requests!
Im looking for a large friendly fleet which i can get stuck into and start helping out and working my way up the ranks.
You know they have subforums for people looking for fleets and the other way around. This is not the place for it. Unless you want to express your desire to join a fleet, take their things and leave again. In which case I'd have used the subforum as well.

DON'T Join any Fleet that claims to be "the first"
Two of my characters are in Fleets (one KDF/one Fed), my third character I prefer to keep out of a fleet and it's amazing how many Fleet invites I get every day - no /t no 'hey - are you looking to join a fleet?' - just straight-up invites.
Now, I don't know how much access I'd have if I accepted any of those but in the frenzy of trying to sign up as many fleeties as possible to get your shipyards up to Tier 5, maybe some of your fleet-members should - y'know - get to know who they're inviting rather than just spamming people?
Anyway - I'm with Groucho on this one: "I would not join any club that would have someone like me for a member."
Now that people have had their say and this thread seems to be winding down, I am going to close it due to the potentially inflammatory subject material.
There's too much temptation to flame or shame in a topic like this one, and not everyone is familiar with the rules.
Suffice to say, be vigilant and make sure to protect fleet assets when recruiting new members you aren't familiar with. There are sufficient fleet and bank permissions settings to be a deterrent, you just need to make sure you use them. Also, it's a good idea to check bank inventory and logs from time to time.
