Yeah I have the same problem too. I purchased the Advanced Heavy Cruiser Retrofit back before the Free to play changes. Anyways, according to the release notes it says if you already have purchased an Excelsior that if you "upgrade" to the Fleet version that it should only cost *edit* 20,000 FC and 1 Fleet Ship Module.
Either this is a bug, or the release notes do not explain it properly.
I didn't check the C-Store forums (should have checked there too Oops ) so I didn't see this earlier. Everything worked and I know have my new beautiful ship!:D
A friend of mine has a regular excelsior but the fleet version is still 5 fleet modules, he has tried discharging it and claiming it again but the fleet excelsior is still 5 fleet modules.

So were the notes incorrect or is this a bug?

Actually, that is the point... The discount for the Fleet Excelsior only applies if you already own the T5 version of the Excelsior. The T3 version of the Excelsior doesn't count...
Well darn i should had checked here first i allready had the T5 version and i went to buy the fleet version it said 5 modules so thats what i did, and now i find out it should had only been 1 module, cryptic need to fix this stuff .

I did try it on Tribble and it does let me purchase it for 1 fleet ship module. Not sure what happened to Holodeck
1) Discharge it first (after removing all its gear)
2) Claim the Excelsior Retrofit in the C-store
3) Buy the Fleet Excelsior with one Fleet Module
It worked for me and the Fleet Excelsior is as beautiful as ever, especially with the Fleet skin!

A Fleet Excelsior should be only 4 Fleet Modules as been announced, while it is in game set as 5 Fleet Modules.
I think its 5fleet modules because it keeps it's innate ability - the transwarp to any sector
console ability ships are 4mods
innate ability ships are 5mods

You're correct, checked it in the patch notes.
