Since the dil shortage they are now a common occurance for the game. They are people who join STF's or borg alert ect. and just sit there waiting for others to do all the work so they can get their marks.
Now I am not going to argue semantics or small points. I am going to put forth a way how we can take a active role in this problem besides filling out tickets and HOPING something will be done.
I for one will bring action in any fleet that I belong to any member caught doing this.
I also am asking for Fleet leaders and senior officers to put there voice in here so they may be contacted also if a member in their fleet was a issue.
I will starting today be asking all my fleets to report issues to me and will send out notifications to the fleets that these leeches are in. Fleet leaders. It is your responsibly to make sure that your members represented your fleet in the manor you wish it to be.
I realize this will not solve the issue, and leaders, and admirals of fleets may be doing this as well. But sitting and doing nothing is as good as helping them do it.
So please contact me if you have seen this issue with one of the fleet members below.

We used to have a major problem with this in a competing MMO. Then they eventually added the Kick feature which allowed group members to vote out a member that was not doing their job. I hope Cryptic will soon implement the same measure.
I have come out publicly in ESD chat about one individual in particular that I have gotten stuck with 3 times and each time, he has several unhealed inuries, some critical, and all he does is just run around, aggroing Borg to attack us. Then, after he has gotten us killed a few times, he AFKs till we end up finishing the instance. He is just as much a troll as he is a leech. I have in fact reported him but of course I have no way to know if that had any effect. I guess if I end up with him again, I will know it didn't.
Sadly, even if fleet leaders and others did come together there is no way to prevent people like this from jumping in the que. Someone will eventually end up with them and they will have to deal with the problem. I know the idea may be to get them cast out from their current fleet, but again, I think that's a pointless venture. There are so many fleets out there desperate for members that some fleet leaders will overlook what one member may be doing with the hope that they will still give to fleet and embassy projects.
I think the only reasonable solution is to hope Cryptic develops a Kick system that works well for these issues. I doubt there will be any abuse of the system. In the competing MMO, it worked VERY well and many players are happy to have the tool. It worked so well in fact most notorious AFKers stopped doing what they were doing, at least on the servers I played on.

The possibilities to abuse a kick function have been severely limited in Season 7. There is nothing to gain anymore if a group of three people would decide to kick the other two players during or at the end of an STF. The optional lootbag is gone and the drops are all garbage. Everyone gets the same outcome from STFs and Fleetactions (except those with the ranking system).
I would appreciate if we could get a function to deal with these leechers, at least in PvE-Missions that reward marks/dilithium.
There is no benefit to running an STF with 4 people in it vs 5 people with one AFK. Therefore a kick feature can't actually benefit anyone. We don't need a griefer-bait like that just to satisfy some people's envy.
If someone else getting free rewards (when it doesn't even mean less for you) bothers you so much, you can always leave.

How do you know this isn't a person with a mental or physical handicap, unable to grasp or perform all the tasks of the game?

If a person can enter password, launch the game, navigate the menu, filter the queue for stfs, wait till the game starts, clicks need without any problems then the person is good enough to understand what is going on.

Which is exactly why a kick system would be extremely bad. In all games that have kick votes, people end up using them as a way to lash out at people they don't like.
Like I said before, if you got some people doing nothing, kicking them off doesn't help you. You'll still be down one or more people. I might also point out that if your game actually had 3 idlers in it, you couldn't vote them off if you wanted, since they would outnumber you.
It's unfortunate the game gives you a penalty for leaving even if there aren't enough active players to win. However, I've seen a lot of leavers in pug STFs, but idlers almost never. And seeing as how both affect team performance the same way, the former needs to be discouraged more.

Agreed. Some hardcore elite STF players flat out don't tolerate "noobs" or "newbies". A vote-to-kick feature would leave the system open to abuse by jerks who say "YOU SUCK" *vote-kick*. Even if a player new to the STF is doing the best they can and trying real hard to learn, they might just get kicked for sucking. Edit: I should have read more posts as this paragraph has already been said, basically, lol.
What we need is rules enforcement and a punishment system for people that have been determined by a GM to be leeching after the player has been reported by a team. Prevent them from being able to enter anything in the PVE queue for a a couple hours. For a team size of 5 players it would need at least 3 out of 4 to report a player for leeching. If caught leeching again in a 24 hour period, suspend their PVE queue activities for 8 hours. If caught again, suspend them from being able to enter any PVE queues for 72 hours. If caught again, suspend their whole account for 3 days. The more they leech the longer the punishment with a permanent account ban as a last resort. Just my 2 energy credits.
I can't stand leechers. I can't tell you how many PvP leechers and/or bots in Guild Wars 1 I've reported over the years and got perma banned. Once I got 20 banned in about a 2 week period. (if you report a player in GW they tell you if they found them to be violating the rules and if so they tell you if their account was suspended or banned)
I keep seeing this same person doing it and its getting annoying knowing there is not much you can do.
All i want to know is, is it worth reporting them? If action of some kind is taken against them then great. we can just keep reporting them until they main offenders have gone but if nothing is happening then something needs to be done.
i dont like the idea of kicking players, simply because i think it too can be exploited so i think the reporting of the player needs to be taken very seriously by cryptic.

And hey, here is another idea, if people on my friend list are sitting in the queue, add me to THEIR queue so i can play with my friends! (lets say you have a friend list of 500 good players and a ignore list of 50 AFK warriors... your matches would instantly increase in quality, heck even "EliteSTF" channels might get obsolete after a while).
...maybe add some options in the social setting menu so i can select if i want that "filter" to apply or not (default is ON).

I did this recently. I searched to find out a eSTF leechers fleet and to contact his fleet admiral to lay down the law on his pathetic TRIBBLE. Come to find out through search options, he was the fleet leader. Ooh. **** that was an unsatisfying experience.

The problem with a KICK feature is that they are abused. I cant recall how many times i was in a group in "WoW", and because someone did not like what someone said or did, threatened to leave the group if the person was not kicked. The person threatening to leave was usually the tank or healer so people did not want to wait to find a replacement, which we all know could take quite some time.
Now i get the mechanics here are so that one particular player doesn't have that significant group role, but the ability to abuse the system still exists.
Best course currently is just to report them as a STF afkr and hopefully Cryptic will actually do something, like ban them from STF's for 30 days ar something.
I had an issue similiar to these the other day. We had people leave an infected run before the optional was even blown. There were only 3 of us left. Thankgod we had an escort, i play engineer so i kept him healed, and took aggro. We were able to finish with 3 of us, though it took forever.
Now if you had 3 people sitting in an stf doing nothing, then just let it fail. You cant leave because you get the global timer. Of course this wont work for Infected, because you cant fail that one. You would have to leave Infected. There is only one way to do this without getting a global timer. You have to log out for atleast 5 minutes.
I personally think they should scale rewards by an activity percentage. So those that just sit afk will get 0 rewards and those that actually play would get full rewards. They can figure out a system do the leacher wont just take a few potshots that count as activity. There were some other MMOs that only required players to do just 1 point of damage to get full credit for the kill. I sure there is a formula or 2 that would work in this situation.
On the ship injury topic; considerably more often then I would like I end up in a party with ships who treat injuries like Pokemon (IE: Have to collect them all). One noted individual I swear his injury bar stretched two inches into my play screen area.
I would really like to see something implemented like a message from starfleet that pops up "Sorry; your ship is not combat ready; please visit a shipyard and/or effect repairs before you can enter event "X"". if someone tries to enter a STF or other multi-player mission with multiple injuries.
Realistically (or as real as STO would get) I am quite sure one would not be allowed by starfleet command to fly repeatedly into combat situations with a ship hanging together by nothing more then stem bolts and wishful thinking.
Players intentionally crippling their teammates by always running with a ship with 10+ injuries on it does not impress me much.
