Vesta's pets respawn CD aren't affected by aux power levels

Bug: The carrier pets are supposed to have a lower respawn cooldown with an increased aux power level. It doesn't work on a multi mission reconnaissance science vessel. The respawn CD will be the same at 64 aux power level or 125. I've tested it with advanced danubes, advanced peregrines, blue danubes, blue shield repair unit.
Expected behaviour: the pets' respawn CD is significantly reduced by increased aux power levels.
