StarBase (tier4) Boff donation not working

we cant donate the common Boff (not the duty ones) canidates into the star base progression. the mission is station vulcan personal officer on starbase. but i am hearing its that set of the progression of the racial donations is not working for other fleets at our level (tier 4 star base) Proteus is the fleet i am in.

but i am hearing its the other races too not working in the same catagory. we have the common BOFF canidates to donate.
i forgot to add, i did a bug report in game already.
