thats why what they need to do , is bring a big surge of KDF content all at once , full leveling 1-50 and bring out ships to fill the gaps in their fleet all at the same time , even if they have the respective devs needed working on it in the background as low priority , if they can work on this for a good while , and something like season 8 or 9 bring it all out at once , it'll encourage more people to play a faction if they can choose one from the start

Cryptic developed the KDF faction. They are essentially saying that they consider 18% of their own product a poor investment!!!
KDF players are still just players. How are they any more or less of a risk than Fed players. If anything, KDF are more desperate for content and their wallets are more open as opposed to Feds.
Using the argument that there are insufficient numbers to justify investment in the faction creates the problem to start with, and also flies in the face of the principle of "build it and they will come".
The problem is that Cryptic/PWE is focused on designing content/ adventure zones locking players into transactions as opposed to episodic/ faction content.

Almost as many players now have a KDF toon as they do a fed toons in STO, making more content for the KDF isn't a risk at all at this point in the game and many have actually asked for it.
The KDF is to small to risk growth upon is no longer a valid excuse.
The real question is what form will the new KDF content take, what storylines are going to be tossed out on thier ear in the process and will we end up basically like the Romulans- suddenly tied to the other faction for the sake of simplicity.
Id love to see some missions and content actually related to the war thats supposedly being fought
like have the KDF make inroads into federation space or something or vice versa , as long as its something
