And Crytipc - giving it crappy stats but an amazing console - or 2 won't slide - most people will see right through.

Ambiguous ownership and both the designer and Cryptic needing to get permission from multiple sources independently do not inherently create excessive cost, only delays. There's never been discussion of licensing costs, only lack of response on permissions. Delays will inflate the budget of a standalone release, but with an incremental microtransaction model like STO uses for its monetized content, the effect isn't as significant, unless the delays tie up enough manpower that other incremental releases are also delayed.
And that's where the theory dies. STO has certainly not failed to maintain a microtransaction release schedule. A majority of the ships on the C-store, and for that matter the game, landed there AFTER the first talk of the Vesta, all the lockboxes, several seasons, the foundry...

Well, as of 2409 the ship design would be almost 30 years old meaning we already have loads of newer and more advanced ships than the Vesta ingame.;)

I admitted in that thread later that I was deliberately going over the top - primarily to bug KDF players. But as most KDF forum goers who have tracked me since then I have been 100% supportive of the KDF and have made posts all across the forums asking them to fix things for the KDF. I asked Dan Stahl recently to put big notices in when a FED player can open up KDF - I have a thread in Game play bugs right now asking them to fix the First city re-direct - in fact since many KDF forum goers have given up asking for change I am one of the new ones on their case - so I don't think that thread you mentioned carries the same weight.

Not exactly this, we usually get someone demanding that this or that ship MUST be an escort because...I don't know.
I particularly remember the idea to make the Nebula an escort because of its small size and excessive maneuverability.:P

There was lots of extra fees/consultations - of course lawyers -etc with the designer. This is a non-cannon ship designed by a new person being paid to put it into books - owning the design rights to the ship.

I don't PvE a lot any more I just fly around the stars doing doff missions - yesterday during Infected bonus day i did 20 infecteds arcoss 6 toons and saw the Regent 1 time - so maybe it was their day off.
Bottom line is this - if Cryptic want to match sales of the oddy - which as their last big investment in a ship they will HAVE to do what they did with the Oddy which was 1 up every other ship in the c-store
So by this same logic if they want the VESTA to be as successful or better than the Oddy they will have to move the bar up 1 notch - everyone will have to get the Vesta as most people felt they had to get the Oddy.
That's the way every company does things in America with the next generation of product.

I see several Sovy refits in Elite STFs, but they usually use the regular Sovy skin.
I saw altogehter 5 Heavy Escort Carriers in STFs yesterday, not counting my own (which again uses the standard Akira skin)
So, honest question:
What percentage of Regents compared to the overall number of ships (in Sector Space, Sol System etc.) do you need to see to not call a ship a "bomb"?

I think you need to throttle down a bit and take a look at the ships that hit the C-Store in the past.
Ships like the Dreadnought didn't sell because they were more powerful than others (in fact the original Dreadnought was more of a tier 4.5 than a tier 5 ship) but because people wanted to fly that ship.
Same goes for ships like the Vesta.
It's not about moar gunz or moar skillz.
It's about the ship.

The KDF faction has a long history of trying to establish itself and has suffered greatly from the "what is it going to be?" thrash. While there is a passionate contingent of KDF players at max level who want more KDF specific content, there is also a large number of players who pass on playing in the KDF because you cannot build a KDF character as your first. In either case, the KDF wants to feel established and have their own agenda in the game instead of always playing the "foil" to the Feds. The best way we could tackle this issue is to take a ?build it and they will come? attitude and find a way to let players create Klingons as their first and primary character.)"
So this is the Argument - players have to start a Fed character first - therefore we have to market to the Fed base. Until we get levels 1-22 done on th KDF side we can't do very much with the KDF. Ok I get this. How about this then:
When a person reaches the level that they a can start a KDF character why don't you have a big "pop-up" window - like you get when being promoted, that says : "Congratulations you are now eligable to start a Klingon Character - would you like to go to the log in screen and create one? - (option to click OK or Cancel)
Then when they re-login if they clicked cancel you have a window come up - "you are eligable to create a KDF character would you like to now? _ok or cancel - and provide a little check box just like almost every other software that says "do not show this message again" if they don't want to.
If you implimented something like this then I would actually believe you have some intentions to do something with the KDF. If not since this seems to be such and easy implimentation in the meantime, i will believe that you want every player to continue down the path of the biggest money generator(Fed) and don't really want more players moving on to the KDF.
Also the exact same notice could be used if the RSE is brought into the game.
No ship should ever be built intentionally OP. If the ship is undesired (new part refitted Sovvy - I mean Regent) then it may/will bomb, but if a ship is relatively/highly desired, it will be bought despite the statistics.

Onto the next part, the financials: Typically, there is a flat licensing fee then a percentage of profit paid as royalties. I don't think Cryptic / PWE, or any company for that matter, would pay a licensing fee so high that said fee would eat up all anticipated profits. If sales are expected to be low, then the usual offer is "low license, high royalties" - get the license out and pray it's effective enough to generate major high royalties, or, for major sellers, the goal is "high license, low royalties" basically the "we paid for it up front and make a killing off the sales later" plan... What makes a successful manager / company is knowing (taking this case) whether the Vesta is desired enough to make "high license, low royalties" the plan, or is the Vesta a major gamble that going "low license high royalty" might be the way to keep the lion's share of the limited income pool from the Vesta.

It's going to be a sci ship, there has not been a SCI ship in the C store since the Bellerophon, and god knows how many cruisers we have already.
