what about maco? leach has drain has a cap now doesn't it? but it can boost you more when buffed i believe.
If by cap, you mean draining almost -50, then I guess so. The drain is just as bad as the siphon drones, only it's a passive buff to energy weapons.
My fleet mate had max points into flow capacitors and some flow capacitor consoles, and I was routinely getting shutdown, despite my engines being at 52/30, aux at 38/25, and shields 74/55. And this was after I hit Red Matter Capacitor. I recall my engine power being at about 4.

Was your fleet mate using lolarons? Bc it sounds like it. How many points in insulators do you have?

all that was not all from leach, even if everyone shooting you has it. insulators are your friend too

Yes. But, out of my 5 deaths in this one on one, it was happening every time he shot at me. So, either the proc is happening way too often or it was the leech. It also lasted more than 5 seconds.
Next time he's on, I will have him confirm it again.

As for power insulators, none.
Well, except for the 2-set MACO bonus.
What I would do: add at least 6 in insulators. Then ask your friend to remove the leech and have a fight without leech. Then have him add it back, and have a fight with leech. You'll see leech its not such a big deal as you think right now. Lolarons are quite capable to drain the life out of you, especially if you have no insulators. With 6 in insulators though, you should be fine.
Edit: when kirking in stfs, many times I completely shut down the npcs, due to the fact they run 50 all power levels. And this only using lolarons. So yea, as dontdrunk said, insulators are your friend.

I'll have him fire at me with a different energy type, and then again with polaron.
I've fought many ships using polaron, and none of them have devastated my subsystems to the point where I couldn't even turn because I was going so slow.

Remember polarons are boosted by flow capacitors too. So as many points in flows somebody has, as bigger the drain gets.

Oh, and whom ever believes that Carrier Pets Suck.. Obviously does not understand how to use Bird of Prey Pets.
I enjoy Leaving them on Follow, aiming at a target and then telling them to attack that target for a True Blue Decloaking Alpha Strike. I've gotten quite a few players with that maneuver. I think of it as paying homage to Razor Fleet.. "Form on Wing... Target is X... Go now!"
Also remember, Fed Carrier pets are more Control and Defensive Based. Where as the KDF pets are more Damage and Offensive based. Remember that, Ghosty/Mav
You think that your beta test was bad?

I find the notion that carrier pets in general are in anyway a trade off to be a bit silly. It may appear so on paper but pets add so much more than damage with their clutter and all of the additional debuffs.
I'm happy to see some thought on this issue. I hope that it is indeed a work in progress.

There's this skill, and it's hilariously effective at stopping leech. It's calld Power Insulators.
You need them.
Not just for leech either. Your buddy or anyone could One Shot Gib Your shields off with a CPB Tachyon Beam combo. I could One Pass you in a sci ship if you don't have PI.
Why do you think Every Single Build I post on these forums ALL have 6 ranks or better in PI? It ain't cause the skill has a Spiffy Name. It's because it is 100 percent bar none the best defensive passive skill in the game.

Thank you for the info.
I've got one question. Once the aps are draining the ships power will abilities like EPS-Powertransfer, EmegergenyPoxerToX and Batteries work or still do nothing like in the vids mentioned in the following post:
EDIT: I've got an additional suggestion that would be very common to the treating of other abilities/procs.
Once u recieved a powerdraining ablitiy u get a drainimmunity for several seconds before someone can apply another powerdrain.
But with the attack pattern doffs, you can have an almost permanent APO or other kind of immunity. I see everyone complaining about the SNB doffs but these ones are also really, really a pain and gives scis a headeache.
No matter what, 2 copies, AP doffs, PO, Aux2Batt doffs, there will always be a 30 second window between APO. AP doffs are powerful because they allow you to very effectively chain an APD or APB to fill that, but neither of those provide root immunity.
After that, you're looking at PH. Do something to get them to trigger HE. Target Subs their shields while you're at it so they have to eat a shield battery instead of saving their deuterium.
Tea is right, if you herd the pets like cats you can get them to deliver. But I feel like they will still get bloodrage and refuse to be herded pretty often. With the Fer'jai I just let it run, it's not worth trying to reform when they're debuffing and dropping mines. I haven't tried BoPs since back when they would fly in circles shooting their turrets.
We're looking into using a sort of 'group AI' to address Runabouts more accurately, but it's a complete redesign of how they function, and ties in to the complicated AI carrier commands.
This is the most exciting thing I've heard about this game in a long time because it includes work on NPC AI. Any chance you could import some of this to PvE NPCs if you're making them smarter?
You could break it to the masses slowly by having a new Fleet scenario that, instead of overwhelming No-Win masses, you have things like 3 patrol escorts flying in formation. Call it an elite squad challenge or something.

What is the proposed build that you have for a tactical officer with all energy weapons?
It lets you have some flexibility so that you can run other stuff like TBR, or Warp Plasma as well.
I'm about to head off to lunch, but initial impressions seem to be a bit squishier than my build (with the exceptions of my inability to counter drains).
Why no Armor Reinforcement? I have 5 points in that.
Does Electro-Plasma Systems increase EPtS by that much?
Also, why less points in Starship Impulse Thrusters, but maxing out Engine Performance? While I like my escort to fly fast, I much more prefer that it turn faster than anything else.
Speaking of pets and Danubes.... The previous tractor beam fix ... was in fact a massive buff really.
Doing something else about that one would be nice.
They should have a pet cool down on tractor... so when one players pets tractor a target... it should be at least a global tractor beam cool down until the next one can tractor.
Agree.
Please do something about the Danubes. I just spent a whole match in serial tractor holds. The only way out was to die.
On the flip side, I've been thinking about a hold and drain build on an Atrox - which is what had me last night - just load up two racks of Danubes, spec the heck out of tractor beam, maybe even run two of them, run a gravity well (or two if they fit) get tachyon glider and load up on Chroniton torps and mines and the Breen(?) tractor mines, and maybe polaron beams, and just hold and drain and hold and drain.

really? for an all energy build that is liable to have TBR, EWP, or ISO i would set it up like this. not sure why you wouldn't max turn rate, hull and shield repair, that kind of stuff.
threat control gives energy and kinetic resist, enough kinetic resist that you don't need to put any points in the 'why the **** am i a tier 5 skill' hull armor skill.

Nothing against, Drunk, he brings up a valid reason, but this is one of those examples that demonstrate the increased challenges to eng cruiser tanking....ok wrong thread sorry, but i just had to say it.
1) Threat Control to 3 (from 0)
2) Electro-Plasma Systems to 6 (from 7)
3) Armor Reinforcement to 1 (from 5)
4) Starship Hull Plating to 6 (from 7)
5) Power Insulators to 6 (from 0)
Threat Control 3 + Armor Reinforcement 1 gives me 7.4% resistance to Kinetic damage. That's down from 9.6% (with Armor Reinforcement 5), but I get an extra 4.9% to Hull Plating (but, with the loss of a skill point, it averages out to 4.3%, for a total of 15%).
I also get 6 points into Power Insulators, which gives me about 42% resistance to drain (but the 2-set bonus from the MACO set adds 15 points, I think, it should be about 50% resistance or more).
Everything else stays the same on my build (and irrelevant to this conversation) . Thoughts?

You are wrong sir. A properly piloted carrier utilizes pets like a surgeon. I suspect most of your pet wielding opponents haven't learned that yet.
