I wasn't sure whether to post this in relation to DOffs or Starbases, and perhaps it's been asked before and my casual search simply didn't turn up the answer.
My fleet started work on a "Station Science Officer" project yesterday. It requires three purple officers - Medical, Development Lab, and Research Lab. No problem, I think. I'll just go to Lieutenant Ferra at Starfleet Academy and buy some for dilithium.
Nope. The project won't accept the store-bought Duty Officers. Only ones you find through assignments.
Is this by design? Considering the months of DOff assignments required to unlock buying purples in the Academy store, it seems like an unnecessary restriction.
And it makes sense... The system is partially designed to keep people occupied, and if we could simply go to SFA and get the officers we need, there would'n be much basis for doing that.

I understand that, but as I said, in order to get the necessary officers from the Academy, you have to invest months of time in completing DOff assignments to unlock buying purples. That is a very significant time sink - especially when one considers that not every assignment category has every officer specialization available, and that buying a purple DOff requires 12k dilithium.
There are multiple time sinks to be cleared in order to buy purples from the academy.
I've never understood why so many DOffs are bound.
