Right click context menu for BOFF missing train up

I went to train my commissioned tactical boff with scatter volley 3 from a non-commissioned purple boff in bridge officer candidates roster. Current tactical officer has cannon rapid fire 3 in the commander skill slot. Train up option is missing from the context menu on ALL bridge officer candidates regardless of class or color.
Checked 3 seperate toons so far (2 Fed and 1 KDF) on the same account... same problem.
