Buying Fleet Skill Boosts/Buff is Broken

We have Starbase Level 8
All Tier 2 are full.
Listed in Provisions are:
Military Buffs 35
Sci Buffs 40
Eng Buffs 45
Buffs(!) not assets, thats is different!
But if I try to buy a Skill Boost pack I always get the message:
Store require reprovisioning.
Only the TRIBBLE. issue is available but they costs no Provisions.
Very annoying!
