why compare the "fleet" norgh bop to anything other than a t5 b'rel retro as fleet ships are supposed to be endgame content/upgrade the only reason to consider it at all is the extra ltc slot other than that there is no reason: no hull, no shields, no addition weapon or device slot, not even a 10th console or enhanced cloak.
oh I forgot they gave it 45 addition crewmembers that will make it toooo overpowered better nerf that quick (heavy sarcasm)
in case anyone was wondering, the non fleet somraw retrofit has a .8 shield mod. with the eng ENS, the 16 turn rate, the compactness and the pivot point being fine... id rather use it then a stranded qin. oh its still worse then a fed escort sure, but some of the more innate problems with the qin arent a problem with the somraw.
How do you compensate for the lack of HE1/2? As far as I can tell, that's the only way to remove annoying stuff like warp plasma/theta radiation, along with plasma fires and the Borg shield neutralizer (useful if you're in Ker'rat and get nicked by a cube). You're not even leaving room for Pattern Omega, which is essential for escorts/BoPs. Other than those, I don't see anything wrong with the build. It'll just be very vulnerable to getting snared.
My PvP toon is Krov, of The House of Snoo. Beware of my Hegh'ta of doom.

Decloak-burst- run if doesn't work. Its a one-trick pony with no chance for survival in a sustained fight.

Exactly. I run a similar setup in my Hegh'ta, but I squeeze in HE2 and Pattern Omega 3 just to give me some maneuverability to escape. I could change things up and make the ship tankier, but that generally requires me to sacrifice burst damage, and I have enough trouble dishing out enough DPS as it is with only 3 tac consoles.

Yep. The helo hanger means Flight IIa.
And if he jumps off it he becomes virtually invisible! With such a battlecloak, victory is ensured!

TT1 APB1 BO3 CRF3
TT1 DpB1 THY3
EPTS1 RSP1 DEM2
EPTS1 RSP1
It could buff TI3, APA, BO3, WEAPOBATT, CRF3, THY3, TF, GDF, APB1 + DEM2 for the burst strike and then rotate EPTS1, TT1 and use RSP1 for the escape.
load it with (2) ACCx3 DHCs, (1) ACCx3 DBB, (1) Tric torp, (1) ACCx3 turret and (1) Tric mine to leave behind on the escape.
(2) Damage Control Doffs (for faster EPTS1)
(1) Conn Doffs (for faster TT1)
(2) Shield Distribution Doffs (for BFI shield heals)
R.I.P
