I was thinking of posting this in a less-trafficked board but since this is really directed towards the devs, why not this one.
The Galaxy classes, and in particular the Galaxy-R, are very oddly designed. It's crippled from the start by a god awful turn rate, even by cruiser standards... it only comes with two Tac consoles, which would be acceptable (even if it isn't nearly enough to get by in this day and age) except the toy console is saucer sep... what on earth were they thinking? Why put saucer sep on a ship that has zero teeth?
There isn't even anything particularly tanky about the Gal-R... it only has ~4.5k more hull than a bug (and 2k less than an Operations Ody). It just has no unique selling point and isn't built towards any special end other than as a very generic healboat.
Personally, I would fix it by giving it a Lt. Com. Sci and bumping the Lt. Com. Eng down to a Lt, as well as an extra Sci console. Some also feel an extra Tac console would help immensely, which is fair too.
It's kind of criminal that any Star Trek game can get away with not releasing a Galaxy variant that doesn't make you feel like a dumbass for flying it.

CMD Eng and Lt Eng are more than sufficient to tank anything in this game's PvE and Ltc Sci means you could grab powers like TSS3.
For PvE I don't even bother with more than the CMD Engineer on my Ody and this is on a Tac captain with no extra survivability tools, no Borg set pieces (I'm using Omega), 6/9 ranks in threat control, and 2x BFAW+2x APB (so yes, pretty much everything is shooting at me).
The entirety of the ships tanking prowess comes from Tac Team, 2x EPTS, Aux to SIF, HE and TSS.
Everything else is focused on offense to deal with the DPS race that PvE in this game is.
I know that everyone thinks that you absolutely must have at least 2x EPTS 3 and 1 RSP or even 2x RSP - yes it's very powerful, but no you don't need it.
As for the OP, I agree with Shimmerless that the Gal-R is in a pretty sad state.
I personally doubt we will see Ltc Sci for it, and that space in the lineup (which currently goes unfilled) might go to some future ship like the Vesta or Ambassador (just tossing out potential examples, it's anyone's guess really).
If the Gal-R, or at least the fleet Gal-R was just given a Uni Ensign - that would go a very long way in alleviating most of the problems this ship has boff-wise.

If they gave my Galaxy a turn boost I would be very happy, but it shouldn't happen and probably won't. Galaxy is the second biggest ship on the Federation side. Huge ships turn worse.

I have never, and have no intentions of ever, participated in PvP in this game. If I want PvP I will fire up a far, far more PvP-focused game.
That's the thing - people insist on making every game fit every mold. Plenty of other games are more designed for - some SPECIFICALLY, and only designed for - PvP. Why not go there, when you want PvP?

Fleet Negh'var have better or equal hull compared to every T5 Fed Cruiser except for the Fleet Gal-R and a higher turn rate than any T5 Fed Cruiser - including the excelsior.
There is no excuse for the Gal-R's design, and I can only imagine that it was purposefully designed to be awful.

It's not a design that makes sense, and very little of the design across the boards make sense.
I don't know why there seems to be a mandate that Fed Cruisers are to be generally fat boring beam boats compared to KDF cruisers, or alternatively why KDF damage focused ships are either extreme glass cannons or generally inferior to Fed counterparts (such as Raptors, which are bad).
Unless those offense focused ships are made by Nausicaans! That's right, the only barely cognizant, predator wannabe sub-creatures somehow manage to consistently design generally better damage focused ships like the Guramba and Scourge Retrofit.
But the Guramba isn`t better than the Qin Heavy raptor is it? I Mean the Guramba has the same Speed and turn rate and of course the Javelin but switches one ensign TAC for ensign Engineer and also has a weaker hull

The Guramba on the other hand, has one of the better BOFF layouts in the game.
