Practice Tactical Exercises 1 unavailable for KDF

When comparing the Military Fleet Projects available between {UFP}'s Fed and Klingon fleet House of Kular, I noticed that despite the fact both fleets are at the same point in progression one project is missing on the KDF side "Practice Tactical Exercises 1".
I only first noticed this as House of Kular as both T1 in Military & Science with there respective structures built, yet for Sci projects there is all the Provisioning ones that give only 500XP and one for 1000XP.....but for Military only the Provisioning ones show up.
This missing project means that our Military can't advance as fast for our Klingon fleet as it is for our Federation fleet, and we are having a little bit of a race going on.
