Fleet Ship Bugged in Ship Tailor

I got a Fleet Scourge Destroyer Retrofit, don't own the Scourge Destroyer from C-Store. Trying to change *anything* (windows, colors, etc.) it tries to cost me 1500 Zen (the price of the Scourge Destroyer).
I know that skins don't come with Fleet ships, but being unable to select a bridge or changing windows has got to be a bug.
