Team Settings says I'm an Ensign (actually VA50)

This might supposed to happen, but I don't know. When on the Team Settings on the Social window, it says my rank is Ensign, but my char is actually a VA50

    Stats tend to show the absolute base rate when not 'active' and the base rate for 'rank' is 'ensign'. Check it when it's active i.e. in an actual team game or PvE mission. It should show your rank or "playing at" level then.
