Duty Officer Lock exchange

Is the locked duty officers supposed to be able to change them into unlockable duty officers by putting them though the resign duty officer option from the academy's or is this a bug that i am letting everyone know about. I looked at the forms for a bit to see if anyone else gets this dont but i can see any topics. this one i am wondering about because off getting DOFFs.

Iam wondering the same thing as sometimes i can exchanged locked doffs while others i cant or once i do one i cant do the others. Why am i receiving locked doffs in the first place? Also, if i cant exchange them what is the point in giving us locked doffs?

Also, can you please expand the locations in which we can pick these echange offices up, like at DS9, Bajor?

You can put bound DOffs that you get from the nebula missions and I think any other bound DOffs through the grinders (and use them in as starbase commodities) EXCEPT any that you purchase from Lt. Ferra (the cat at SFA) and his KDF counterpart (for either dilithium or as your commendation level up reward).

FerraDOffs you're stuck with till you throw them away.

I assume the DOffs come bound because they're so easy to farm, Cryptic didn't want them flooding the exchange.

I bought a couple from ferra for starbase and they didnt work tho others in fleet say they work for them.
I cant grind them either. We should be able to put them in the starbase since they are pretty much worthless for dil now. The prices are so high it would be pointless to buy them for starbase on a regular basis.

Another bug related to this issue : bug report ID #1,401,625.

I can't give more details publicly on the forums because it's a HUGE leak in the doff system, but several people already know it and are happily using it.

I watch the doff exchange quite close and have noticed the flood of purple ultra rares...
figured there was an exploit somewhere.

No they come from the cardassian lock boxes.
