^ What shared cooldown? Ive never run into any issues with boff trading/training.
I had a boff with Transfer Shield Strength 3, kind of expensive off the exchange. I got my buddy to add Feedback Pulse 3 to her. They share a cooldown, so I would have been better off putting FBP3 on a different boff instead of the one that had two copies of TSS.
The hard choice comes when you have to drop that power, pick something else, and hope that fleetmate is online to give FBP3 to another boff.
That awkward moment...when you have to explain the joke.
...When you just can't dismiss or trade your Boffs or Doffs because they feel like a permanent part to your STO experience.
I get around this by keeping their names, races, and appearances when I "upgrade" them. I'm merciless with white/green doffs, though.
Anyhow...when you finish Infected Space and race toward the optional loot, only to realize too late that you just rushed into the tac cube's warp core breach.

I do that a lot. When ever I get out of a fight, first thing I do is flip on the strong shields setting.
